Information regarding GIS Software
Dear Bedford Borough Council,
Can you please disclose information regarding the council’s use of (GIS) software to store and use information of all public-space elements like trees and roads?
Specifically, can you disclose:
1. What (GIS) software do you use? (name and provider of the software used)
2. What services/ departments are using the software?
3. Do you also use the (GIS) software to inspect trees and roads in your public space?
If not, how do you inspect trees and roads in your public space?
4. Do you use the (GIS) software in your tender procedure?
5. How do you organize the maintenance for trees and roads in your public space?

Our current practise is that the information will be available to view on
the web for 2 years.

received on 30^th July 2018. Your request has been considered under the
Environmental Information Regulations 2004.
We want to be as open as possible in answering requests, and to help
people obtain the information they are looking for. Unfortunately, in this
case the amount of information you have requested is very substantial.
Gathering it together would therefore be likely to involve a significant
cost and diversion of resources. This could mean that we might have to
charge you for the work involved or even have to refuse the request under
exceptions in the Environmental Information Regulations 2004 covering
requests that are manifestly unreasonable or formulated too general a
manner.
Therefore can you please elaborate what you mean with tender procedure
regarding question 4?
If you are unable or unwilling to narrow down your request we will, of
course, consider it in accordance with our obligations under the
Environmental Information Regulations 2004. However, we wanted to give

Thank you for your reply for information regarding GIS Software. I'm happy to elaborate the meaning of tender procedure regarding question 4.
The meaning of a tender procedure is to invite bids for a project, or to accept a formal offer such as a takeover bid. Tender usually refers to the process whereby governments invite bids for large projects that must be submitted within a finite deadline
I would like to know if there is any GIS Software used regarding this procedure.
If this explanation is not clear yet, Q4 can be left open.

Esri ArcGIS
2. What services/ departments are using the software?
GIS is used in all departments, either as a desktop product or intranet
application. However, the following departments create GIS data:
- Education
- Environment
- Highways
- Planning
- Planning Policy
- Property Services
- Public Health
3. Do you also use the (GIS) software to inspect trees and roads in
your public space? If not, how do you inspect trees and roads in your
public space?
Bedford Borough Council use a system known as Tree Wise for the inspection
and maintenance of our tree stock. This is linked to our GIS software for
the mapping element but is a standalone system.
Esri is used as a tool to consume Ordnance Survey mapping allowing us to
survey the Highway network, the mapping is embedded in Asset Management
Systems.
4. Do you use the (GIS) software in your tender procedure?
GIS is used widely in this authority, and many GIS datasets can be
interrogated by the user to produce stats or mapping associated with
projects such as tenders. For us GIS focusses more on the management of
data rather than a tender process. I believe associated software tools
such as Proactis can be used as part of an administrative process.
5. How do you organize the maintenance for trees and roads in your
public space?
Esri is embedded in Asset Management Systems to create various maintenance
activity and for Tree maintenance Via the Tree wise system.
