Dear Comhairle nan Eilean Siar,

I would like to ask for information with regard to the access road to the rear of the properties at Carabhat, Carinish, North Uist (HS65HR), under the Freedom of Information Act.

1. When was the access road built?
2. What was the purpose of the road?
3. Who built it?
4. Who added the rear gates to the properties at Carabhat?
5. What was the purpose of adding the rear gates? e.g. for garden driveways
6. Is this road recognised as an access road for the emergency services?
7. Are there any building regulation reasons why a wheelchair ramp cannot be built from a Carabhat house to access the rear gate?
8. Are there any reasons why residents of Carabhat would not be allowed to utilise their gates and the rear access road?

Thank you for your request submitted under the Freedom of Information
(Scotland) Act 2002. Comhairle nan Eilean Siar does not have Housing
Department as all stock was transferred to Hebridean Housing Partnership,
registered social landlord, on 12th September 2006, therefore we do not
hold the information requested. You may wish to contact HHP and request
the information as held by them. The following contact details are as

Comhairle nan Eilean Siar can only respond to Q7, the remainder could be
something for the Housing Scheme owner/Housing Association, details above.

Q7. Comhairle nan Eilean Siar would require details on what exactly was
proposed before we could comment on the suitability or otherwise of a
ramp.

If you are dissatisfied with this response you can request the Comhairle
to review this response to your request for information.  You have 40
working days from the date of receipt of this response in which to lodge
this request for review.  A request for review must be processed in
accordance with Part 1 of the Freedom of Information (Scotland) Act 2002,
must be in writing, describe your original request and explain why you are
dissatisfied.  An application for review should be sent to the Chief
Executive, Comhairle nan Eilean Siar, Council Offices, Sandwick Road,
