In particular:
• At which meeting was the decision to award the contract made?
• Were other companies considered for the contract?
• What remunerations will CRL receive for this service? (The project has received £62,744 from Material Focus. What proportion will CRL receive?)

I submitted my FOI many months ago now, but have received no information whatsoever, simply the reply that 'we will contact you when we have further information.' Our response 
I request pertinent minutes of meetings, emails and the decision-making
process whereby a contract for collecting small electronic items from
doorsteps in W. Cumbria was awarded to CRL.
In particular:
•       At which meeting was the decision to award the contract made?
We understand that you are asking for information about a decision-making
and contract-awarding process for the Recycling Rambler small waste
electricals and electronic equipment collection service. The Recycling
Rambler collection service is being provided by Cumberland Council - no
collection contract was awarded for this service so there is no
information available about a contract award or decision-making process.

•       Were other companies considered for the contract?

 See above.

•       What remunerations will CRL receive for this service? (The project
has received £62,744 from Material Focus. What proportion will CRL
receive?

The Recycling Rambler Service, to which your FoI request relates, is being
provided by Cumberland Council with CRL processing the material collected.
CRL, which is an approved authorised treatment facility, is sub-contracted
to the Cumbria Waste Disposal Contractor (on behalf of Cumberland Council
and Westmorland & Furness Council) as an off-taker for waste electricals
from Household Waste Recycling Centres.
 Information held by Cumberland Council about the possible remuneration to
CRL for this electricals processing service is set out below, however is
subject to change as the project progresses. 
Benefit of material that can be sold
The bid estimated that the Recycling Rambler service combined with
material collected from bins in libraries, sports and community facilities
would collect around 9 tonnes in total over the 6 month project. We hold
information supplied by CRL which suggests that CRL may be able to achieve
a sales estimate of £150/tonne for material suitable for reuse, but the
costs of staff time involved in checking and necessary testing e.g. PAT
testing would need to be deducted. We hold no information about these
staff costs. To date the whole service has collected 148 kg for reuse.
 
We hold information supplied by CRL which estimates that material which is
suitable for recycling might achieve a sales value of £135 / tonne. To
date 2 tonnes have been collected for recycling.
 
Material for disposal will incur a cost. We hold information estimating
this disposal cost will be c £260/tonne. To date 0 tonnes have been
disposed.
 
Benefit of funding
 
The funding bid included a maximum of £2,418.00 which could be made
available to CRL to cover any disposal costs. Any reimbursement of
disposal costs up to this maximum will be based upon evidenced tonnages to
disposal.
 
Note that this is a project to test proof of concept over a 6 month
period, so at this stage we can only provide information from either the
bid, or information from CRL regarding collections carried out to date.
The final figures are not available.

•       Was the issue of a potential conflict of interest raised when the
decision was made re. Mark Fryer being the Principal Officer of CRL and
also leader of Cumberland Council?

Cllr Fryer has declared his interest in CRL; he was not involved in this
funding bid to Material Focus, which was submitted by Cumbria County
Council not Cumberland Council.
 
Next steps
