Further to your email dated 9th August 2017, please find the Trust's
response below.   Your request has been allocated the following reference:
12164, please could you quote this reference in any future correspondence
with the Trust.

1. What medical qualifications, regulated or otherwise, are required to
operate as Emergency Ambulance Crew within your trust.

That would depend on the role but for Paramedics they must always be HCPC
registered, intermediate roles will have various qualifications from
providers listed below including legacy qualifications from the IHCD.

2. What medical qualifications, regulated or otherwise, are accepted by
your trust for direct entry employment to Emergency Ambulance Crew within
your trust.

That would depend on the role and passing a selection process involving
clinical assessment of suitability but the qualifications required will be
listed in the job advert.

3. What medical qualifications, regulated or otherwise, are accepted by
your trust for Emergency Ambulance Crew employed by a Private Ambulance
Provider working on behalf of your trust.

Please note that we do accept Technicians as the highest skill grade on
both DSAs and RRVs if unable to provide a Paramedic. These staff must have
attended and passed an EEAST accredited induction training course prior to
being utilised by the Trust.

 

The below is taken from our tender specification

 

DSA

The resource will be appropriately staffed with a Paramedic and an IHCD
Technician/ Emergency Care Assistant. Where agreed in advance, the lead
clinician may be an approved IHCD Ambulance Technician.

As a minimum for frontline activity, one of the clinicians will be
qualified to at least IHCD Ambulance Technician level and have evidence of
having worked in this role providing frontline care in the last 6 months.

The second person at minimum must be trained to the level of a Trust grade
Emergency Care Assistant with training in BLS and customer care.

RRV

The resource will only be staffed with a Paramedic capable of providing
care within the scope of practice as a single manned crew.

ITV

The resource will be appropriately staffed with a minimum of two ECA
blue-light qualified (IHCD, D1 &D2) staff as approved by EEAST.  In
exceptional circumstances the Trust will accept just the lesser qualified
clinician being blue light trained.

4. What Emergency Response Driving qualifications, regulated or otherwise,
are required to operate as Emergency Ambulance Crew within your trust.

Either IHCD/BTEC Level 3 or Level 3 Certificate in Emergency Response
Ambulance Driving (L3CERAD)

5. What Emergency Response Driver qualifications, regulated or otherwise,
are accepted by your trust for direct entry employment to Emergency
Ambulance Crew within your trust.

As above

6. What Emergency Response Driver qualifications, regulated or otherwise,
are accepted by your trust for Emergency Ambulance Crew employed by a
Private Ambulance Provider working on behalf of your trust.

The same standard and quals apply to anyone driving under emergency
conditions whether staff or PAS

7. What authorities/bodies, if any,  oversee/regulate these decisions for
your trust.

Internally the HR department and training and education would oversee
assessment of qualification evidence and oversight comes from CQSG/board
via our reporting mechanisms. Externally we hold approval to deliver
courses from Futurequals and Qualsafe. University partners award
tariff/APEL for the student Paramedic pathway. The professional body for
Paramedics is the HCPC and they hold and maintain the register of
qualified Paramedics.  FutureQuals regulate the delivery of the driving
course we deliver.
