Information on the affordable housing proposed for Biscuit Factory development, Bermondsey SE16

We're waiting for Jerry Flynn to read recent responses and update the status.

Dear Greater London Authority,

I am asking for information, under the Environmental Information Regulations 2004, about the affordable housing proposed for the Biscuit Factory development, in Bermondsey SE16 (Southwark Council ref 17/AP/4088; GLA ref 3776a),

1 Will the Discounted Market Rent (DMR) homes, including the social rent equivalent, be let as Assured Shorthold Tenancies (ASTs)? The Affordable Housing Statement says that the 1,066 homes to be owned and managed by the developer, Grosvenor, will be on ASTs (4.8-4.13), but it is not clear whether the same is true of the 482 DMR homes to be managed by the Registered Provider (4.14- 4.20).

2 If the DMR/social rent equivalent homes are on ASTs, what would their length be?

3 If the DMR/social rent equivalent homes are on ASTs, would the tenants have an automatic right of renewal at the end of the AST’s term?

4 If DMR/social rent equivalent homes are on ASTs, would the tenants be means-tested for continued eligibility at the end of the AST’s term?

5 Will the DMR/social rent equivalent homes remain as affordable housing in perpetuity?

6 What are the likely service charges to be added to the rents quoted for the social rent equivalent units (4.24)?

I request a review of the decision not to provide the information requested by FOI request MGLA291119-8133 ie information on the Discounted Market Rent housing proposed for the former Biscuit Factory and Bermondsey Campus site (GLA ref: GLA/3776A/03; Southwark Council ref: 17/AP/4088).

The GLA response of 16 Dec 2019 said that the information was not held, but also said that it was in draft form and 'subject to change'. Clearly therefore, the information was held and should have been provided. A proviso could have been added, saying that it was subject to change.

This is important information about affordable housing on a large, strategic housing site. By not releasing it on request and in a timely manner, proper consultation and consideration of the merits of the development is being undermined.
