Information on Surveillance Programmes Including GCHQ's Tempora and 'Mastering the Internet'

Response to this request is long overdue. Although not legally required to do so, we would have expected Intelligence and Security Committee to have responded by now (details). You can complain by requesting an internal review.

Dear Intelligence and Security Committee,

I am requesting information under the Freedom of Information Act and also all other rights of access concerning the following programmes:

PRISM, Tempora, Mastering the Internet (and other similar programmes)

Whilst your previous report stated that GCHQ had not acted illegally in its use of PRISM data you made no reference to the Tempora programme. Your report has been publicly branded a 'whitewash'.

Whilst you are not obligated to provide any information under the FOIA I would add that for your committee to retain any public credibility you need to address this issue publicly - not in secret as you have been doing. Your discussions and reports on the issue of Tempora need to be made public. These surveillance programmes have no public mandate or accountability and I seriously doubt whether the current interpretation of the law concerning the RIPA would hold up in a court of law. Also the legality of GCHQ spying on USA citizens and the NSA spying on UK citizens - effectively circumventing local laws.

I would ask each member of the committee to thoroughly consider this request and not dismiss it outright. You should remember that as Right Honourable members of Parliament and the Lords you have an obligation to serve the members of the public who are being spied upon by these programmes.

I should note that I have separately made a DPA subject access request to GCHQ and intend to fully pursue this issue in the interests of the public whom you were elected / appointed to serve.
