Information on Supported Living
Dear Northern Health and Social Care Trust (Northern Ireland),
Under the Freedom of Information Act 2000, I am writing to request information regarding supported living services for various groups managed by your authority. Specifically, I am seeking information for adults (aged 18-65) and children with mental health (MH) needs, Learning Disabilities (LD), Autism Spectrum Disorder (ASD), and those requiring complex care. Please provide the following information:
Commissioner Contact Details:
The name, email address, and telephone number of the commissioner responsible for placements in supported living. If different areas are commissioned by multiple commissioners, please provide contact details for each one for children, adults, and complex care.
If this is not commissioned by a commissioning team, could you please provide the details of who would be responsible for the referral process and communication with the supported living providers.
Service User Statistics:
The total number of adults (aged 18-64) with primary support needs of MH, LD, ASD, and complex care funded by the authority and receiving long-term care in supported living settings. Please provide data for the financial years 2022/23 and 2023/24, and if possible, projections for 2024/25.
The total number of children with primary support needs of MH, LD, ASD, and complex care funded by the authority and receiving long-term care in supported living settings. Please provide data for the financial years 2022/23 and 2023/24, and if possible, projections for 2024/25.
The number of these individuals placed within the authority's boundary.
The number of these individuals placed outside the authority's boundary.
Supported Living Providers:
A list of providers of supported living services used by the authority to place adults (aged 18-65) and children with MH, LD, ASD, and complex care needs receiving long-term care. This includes only registered care providers and does not include sole providers of accommodation such as housing associations. Please provide data for the latest month available or the last financial year (2023/24).
For each provider, the number of adults (aged 18-65) and children with MH, LD, ASD, and complex care needs funded by the authority in long-term supported living placements.
Total expenditure with each provider related to long-term placements in supported living for adults (aged 18-65) and children with MH, LD, ASD, and complex care needs.
Weekly Fees:
The total average weekly fee the authority pays to providers of long-term care in supported living settings for adults (aged 18-65) and children with MH, LD, ASD, and complex care needs. Please provide data for the latest month available or the last financial year (2023/24).
The number of adults (aged 18-64) and children with LD, ASD, MH, and complex care needs in supported living with fees per week in the following ranges:
Core Costs:
Confirmation of whether the authority covers core costs for the services provided by the care provider.
Confirmation of whether the authority requires multi-occupancy accommodation, and if so, the average number required.
Procurement Process:
Information regarding whether the authority uses a Dynamic Purchasing System (DPS) or Framework Purchasing System (FPS) for supported living services. If yes, please provide details on whom to contact to tender or a link to the tender portal.
If no, confirmation of whether there are any spot purchase arrangements currently running with providers for supported living services.
Hourly Rates:
Could you please confirm if you have a current charge rate per hour for support workers and nurses within supported living setting, if so, could you please confirm if this a flat rate Monday to Sunday or if this is broken down in Monday to Friday days, night and Saturday and Sunday, could you please confirm the below rates.
