Information on Permit to Work in the Public Sector

Dear Braintree District Council,

I am writing to make a Freedom of Information (FOI) request to obtain information regarding the Management of Permits to work (PTW) on your sites. Could you kindly provide details on the following:

a. Which types of work require a Permit To Work to be completed on your sites?

b. Does your organisation utilise a software platform to issue, record, and provide evidence of completed works that require a permit?

c. If a software platform is used, please specify the name or type of software utilised to complete and evidence work permits.

d. Who within your organisation is responsible for the issuance, sign-off, and provision of evidence for Permits To Work?

District Council on the 12/02/2024, case reference 7502.

 

Your request for information has been processed under the Freedom of
Information Act (FOIA). The Act enables access to information held by the
Council, subject to exemptions contained within the Act.

 

The Act does not require the Council to create information to respond to a
request if the requested information is not held, nor to give an opinion
or comment.

 

Please find our response to your request below:

 

I am writing to make a Freedom of Information (FOI) request to obtain
information regarding the Management of Permits to work  (PTW) on your
sites. Could you kindly provide details on the following:

 

To ensure the Council can determine if we hold the information requested,
I would be grateful if you would provide clarification in respect to:-

 

Some of our service, have noted Permits to work could be interpreted in
many ways, please can you clarify what type of permit or work you are
seeking information on.

 

For example, there are areas of work that may require checks before work
can commence but may not be considered permits to work under the
definitions you are requesting. For example, RAMS (Risk assessments),
standard Health and Safety checks, DBS, or different work on site e.g.
utility easements.

 

Please not we are not the relevant authority for Roads, public Transport,
or Education as these areas fall under Essex County Council, who  may hold

Furthermore, Braintree District Council transferred its social housing
stock to Eastlight Community Homes (formerly Greenfields) in 2007.

 

This information on work around social housing stock may be held by

However, our Cemeteries service have responded with the following:

 

a. Which types of work require a Permit To Work to be completed on your
sites?

 

Cemeteries: Erecting memorials using a BS:8415 approved fixing method.

 

b. Does your organisation utilise a software platform to issue, record,
and provide evidence of completed works that require a permit?

 

Cemeteries: Yes, the software is not purely for these works but it is
included.

 

c. If a software platform is used, please specify the name or type of
software utilised to complete and evidence work permits.

 

Cemeteries: Gower - Epilog

 

d. Who within your organisation is responsible for the issuance, sign-off,
and provision of evidence for Permits To Work?

 

The response to this would depend on the relevant area of Work for which
any Permits were granted for. For example, for Cemeteries, as noted above,
this normally would be our head of Strategy & Business Support Manager who
oversees Operations for Cemeteries. For any other works we would require
further clarification as noted near the top of this email.

 

Please note that the 20 full working days for the Council to respond to
your request will not commence until your clarification is received by the
Council. Once your clarification has been received your request may be
assigned a new reference number.
