Information on parking tickets and fines
Dear Derbyshire County Council,
1. I would like to request the raw data set of parking tickets issued in the name of the council broken down by:
o date
o time
o location
o reason for fine
o current status of case
o next status of case
o transaction details (ie. date, time and method of payments made)
o fine amount
o officer ID
I would like 5 years of data but I understand that electronic data may not exist this far back. If this is the case, please supply data as far back as you are able.
Ideally I would like the location unit to be 'street' or geocoded but if this is not practical then under your section 16 duty to advise and assist I would expect you to contact me to discuss how you record this geospatial data so that I may narrow my request in a way that works for both of us.
2. I would also like to request any information regarding
‘reward’/bonus schemes/contracts in place for your parking
enforcement officers. This is envisaged to cover the details of any systems, including (where bonuses are paid) the amount per officer per year, for the last five years.
As a supplementary, under section 16, I would also ask that you provide some detail about the recording processes of this parking information. E.g. What software is used? What data fields are recorded? What other data sets it links to, etc.
If this information is held by an outside contractor then it is your responsibility under the FOIA to obtain that information.
If it is held by another public body then please can you inform me of this and if possible transfer the request to that public body. My preferred format to receive this information is by electronic
means. For both parts I would like the response to be in the form of a raw text file, tab delimited, with text qualifiers where required.
If you need any clarification of this request or if it is too broad in any way please feel free to email me. If some parts of this request are more difficult to answer than others please release the answerable material as it is available rather than hold up the entire request for the contested data.
If FOI requests of a similar nature have already been asked could you please include your responses to those requests. I would be grateful if you could confirm in writing that you have received this request, and I look forward to hearing from you within the 20-working day statutory time period.
Yours faithfully,
Steve Brett

Dear Rebekah
With regard to my question, I would like to know some information regarding the way the data is collected and recorded. As this is not "data" in the strict sense, I believe that this is classed as a supplementary question.
Ideally I would like to know how you record the data on the parking tickets - is it via a handheld terminal with GPS or manually transcribing tickets issued by hand? What software do you use to manage the ticket process and what data is stored? Do you link records to any other data held by the council?
I trust that this answers your question.
Yours sincerely,
Steve Brett

Clarification received regarding last part of question 2.

regarding the way the data is collected and recorded. As this is not
"data" in the strict sense, I believe that this is classed as a
supplementary question.
Ideally I would like to know how you record the data on the parking

process and what data is stored? Do you link records to any other data
held by the council?
Derbyshire County Council (DCC) uses a programme called Chipside. The
Civil Enforcement Officer's (CEOs) record all the data on a handheld, and
they then take a photo with a normal digital camera. Penalty Charge
Notices are then issued from the handheld via a mobile printer. At the
end of their shift the handheld, and camera, are downloaded to Chipside
where the back office staff can see all the data on observations as well
as the photographs that have been taken of each case. There is no GPS on
the handhelds, but we are able to monitor the locations of CEOs via GPs
through their phones/radios.
We store the following data, the Vehicle Registration Number, the address
of the registered keeper once known via DVLA or appeal, observation times,
and valve positions if in limited waiting bays.
These systems are not linked to any other data base.
I hope that the above now answers your request. However should you wish
the outcome to be reviewed, please follow the procedure as set out below:-
Stage 1:
In the first instance, please send in your comments, and wherever
