Dear UK Athletics Limited,

I am carrying out research funded by the University of Gloucestershire and headed up by Dr Emily Ryall and Prof Anita Navin looking at the appeals systems for UK Olympic athletes. Many of these appeals are carried out by Sports Resolution UK and the Court of Arbitration for Sport which makes the reasoning for appeals and the outcomes public. However UK Athletics appeals are mostly conducted in-house and the reasons for the initial appeal and the subsequent outcomes are not made public.

The research aims to look at why appeals happen and how they are resolved with the aim of producing recommendations that improve transparency, reduce the number of appeals and the number of upheld appeals.

The information requested is for documentation around Olympic selection appeals including the initial appeal against not being selected and the consequent reasoning around why the appeal was upheld or denied. We would like to look at appeals since 2000 or for the last four Olympiads and any appeals arising for Rio 2016.

The information from you can be anonymised with regard to athletes' names and specific sporting disciplines. The data will be analysed and explored for common themes which then form the basis of general recommendations for National Governing Bodies in sport. Any information sent which has not been anonymised will be subject to anonymisation by the research team prior to any outputs or other dissemination.

I am writing to request an internal review of UK Athletics Limited's handling of my FOI request 'Information on Olympic selection appeals'.

Although UK Athletics is indeed exempt from the Freedom of Information Act 2000 on the basis of technically being a private company, UK Athletics receives large amounts of public funding. As the original request for information was only asking for information that other National Governing Bodies make publicly available, and the information can be anonymised, I would like an explanation as to why the information is being refused.
