Dear Pembroke College, Cambridge,

I understand that 15 students were given an offer without an interview for 2021 entry.
I am requesting the following data on the applicants for which offers have been given out without interviewing the candidate.

1. The number of GCSEs of each applicant.
2. The GCSE grades of each applicant.
3. The predicted A Level grades of each applicant.
4. The A Level School type of each applicant.
5. Admission Test scores broken down by section for each applicant (if applicable).
6. UCAS form/Personal Statement/Reference scores (if such scores exist) for each applicant.

Under section 40(2) of the Freedom of Information Act, we have concluded that some of the information requested (points 4 and 5 specifically) is exempt information. It constitutes personal data which is not the personal data of the requester and due to the small numbers involved, would contravene the data protection principles. The intention of the Freedom of Information Act is to provide the general public with information normally held by the College. There is a duty under the Act (Section 16) to “provide advice and assistance, so far as it is reasonable to expect [the College] to do so, to persons who propose to make, or have made, requests for information to it.” While we are unable to provide individual data per applicant due to GDPR, we hope that the below information is helpful to you.

You have the right to appeal this decision through the further request of an internal review of the decision by the College, and the right to apply to the Information Commissioner for a decision on whether the request has been dealt with appropriately.


1) Number of GCSEs: The range and average number of GCSEs are provided.

2) GCSE Grades: Data is provided for the number of A* grades at GCSE. Both 8s and 9s are, for these purposes, classified as A*. The range and average are provided.

3) Predicted A level grades: This data refers to the number of A* grades predicted at A level. Data is provided for A level grades, and Pre-U Certificate, where D1 and D2 are treated as equivalent to A* at A level. Data is not provided for applicants (fewer than five) who do not have A level predictions. Data is also not provided for applicants (fewer than five) who had already achieved their A level grades.

4) These offer holders are primarily from state schools.

5) Where an admissions assessment (‘pre-interview’ or ‘at-interview’) was applicable, these candidates all achieved scores above the average Pembroke applicant.

6) These scores do not exist.

3) AS Grades and Subjects: This data refers to the AS level grades achieved (where applicable). Not all candidates had AS level grades. A list of all the AS level subjects taken across all the candidates is provided.

4) Where an admissions assessment (‘pre-interview’ or ‘at-interview’) was applicable, these candidates all achieved scores above the average Pembroke applicant.
