I would be most grateful if you would provide me, under the Freedom of Information Act, the following:

• If any, the name of the software solution(s) used to manage your corporate property/assets including facilities management (CAFM).
• Who are the current supplier(s)?
• What was the actual contract value(s) of each contract?
• Start date & duration of the contract.
• Is there an extension clause in the contract(s) and, if so, the duration of the extension?
• Has a decision been made yet on whether the contract(s) are being either extended or renewed?
• Who is the senior officer (outside of procurement) responsible for this contract?

Your request is for information about the software solution used to manage
corporate property assets.

Please note:
 
The Council has been facing unprecedented challenges this year. Firstly,
in response to the flooding in February and now in responding to the
coronavirus (COVID-19) pandemic. During this time, resources may have to
be diverted away from usual compliance or information rights work. The
council acknowledges that it can’t extend statutory timescales of requests
and everyone is doing their best to meet these. However, priority may have
to be given to other areas, eg the safeguarding of vulnerable people,
during this extraordinary period.

Please see the below in relation to your FOI Request:

 

 

 

• If any, the name of the software solution(s) used to manage your
corporate property/assets including facilities management (CAFM).

o TF Cloud – Property & Asset Management System

 

• Who are the current supplier(s)?

o The Technology Forge

 

• What was the actual contract value(s) of each contract?

o This is considered to be exempt from disclosure Section 43(2) of the
FOIA provides an exemption from disclosure of information which would
or would be likely to prejudice the commercial interests of any person
(including the public authority holding it).

The term ‘commercial interests’ is not defined in the FOIA; however, the
Information Commissioner’s Office awareness guidance on the application of
Section 43, comments that: “…a commercial interest relates to a person’s
ability to participate competitively in a commercial activity, i.e. the
purchase and sale of goods or services.”

 

In determining whether it serves the interests of the public better to
withhold or to disclose the information, we believe that disclosure of
detailed information of this nature is more likely to prejudice the
commercial interests of the Council than benefit the public by its
disclosure. The Council feels that disclosure of this information could
impact on its ability to secure favourable rates for this type of service
in the future. It is therefore our view that the public interest in
maintaining the exemption outweighs the public interest in disclosing the
information.

o Current Contract: 30^th June 2020 – 29^th June 2021 - 1 Year

 

• Is there an extension clause in the contract(s) and, if so, the duration
of the extension?

o This is considered to be exempt from disclosure Section 43(2) of the
