Information on Current Facilities Management Approach
Dear Cardiff Metropolitan University,
I would be most grateful if you would provide me, under the Freedom of Information Act, the following information regarding your facilities management approach:
• How are facilities management services (hard FM, soft FM or TFM) handled across your estate?
- If any services are outsourced, which services and to which suppliers?
- What are the start dates and durations of these contracts, and which services are included in each?
- Is there an extension clause in the contract(s) and if so, what is the duration of the extension?
- Has a decision been made yet on whether the contract(s) are being either extended or renewed?
- What is the job title of the senior officer (outside of procurement) responsible for the contract(s)?
• Do you utilise any outsourced helpdesk or FM integrator services? If so, with which supplier(s)?
• Which software solution(s) are used to manage your corporate property/assets including facilities management (CAFM)?

You have asked: How are facilities management services (hard FM, soft FM
or TFM) handled across your estate?
I am afraid this question is too wide for the University to answer
specifically. Please can you define which contracts you are requesting
information about? For example, hard FM could be plumbing and
air-conditioning but it could also be all physical alternations to
buildings, and soft FM could be cleaning and security.
Please could you kindly provide further clarification, so that the
University can help provide you with the information you require – thank
you.

Thank you for your response. In answer to your question, I am mainly interested in larger outsourcing as opposed to small works. So for example, if plumbing or HVAC are subcontracted to different contractors but this is managed inhouse, there is no need to detail each contract (I appreciate this would take time and I don't want to cause you too many issues). I am mainly researching outsourcing contracts to major FM suppliers, so if you have anything applicable to this, it would be much appreciated.

Thank you for your request for information (under the Freedom of
Information Act 2000) about the University’s facilities management
services. Please accept my sincerest apologies for the delay in responding
to you fully.
How are facilities management services (hard FM, soft FM or TFM) handled
across your estate?
The University does not handle any hard FM, soft FM or TFM services across
its estate. All of the University’s contracts are with smaller providers
managed by University staff. The only exception is the University’s
cleaning contract, which is outsourced (for non-residential estate) to
Glen Cleaning. A new contract was awarded in July 2021 for 3 years, with
an option for two, plus one years.
Owing to this, the answer to all of your remaining questions is ‘non
applicable’.
If you are unhappy with the way in which your request has been dealt with
or with the outcome of the consideration given to your request, you may
ask for an Internal Review. If you are not content with the outcome of the
Internal Review you have the right to apply directly to the Information
Commissioner for a decision. Our procedure for carrying out Internal
