Dear Arthur,

I am writing regarding your FOI request to West Suffolk Council, to which
I am now in a position to be able to respond.

My response is included on the attached document, which constitutes two
e-mail chains.

As you will see, it has been necessary to made some minor redactions from
the e-mail chains, as follows:

 a. I have made redactions for your own name and references to you.  Under
section 40(1) of the Freedom of Information Act, if you request your
own personal information, this should be treated as a subject access
request under the Data Protection Act 2018.  I believe you may have
had sight of the e-mails where your personal details have been
redacted although if you do wish to formally submit a subject access
request please do let me know.  I would appreciate it if you could
directly e-mail [1][email address] as a subject
access request is a personal request, whilst your present request has
been submitted via the public what do they know website.

 b. I have made redactions in relation to the name and contact details of
other third parties.  Under section 40(2) of the Freedom of
Information Act, details of third parties should only be released
where it is compatible with the principles of the Data Protection
Act.  This would include it being fair and proportionate to provide
such details.  Accordingly, I have provided personal details of David
Collinson (as a senior Council Officer) and Andy Drummond (as a senior
Councillor) but do not consider it fair to include personal details of
a junior member of staff and two third party members of public.

Regards,

Leah
