All of the consultancy work that he is carrying out, please.

I suggest that you refer this to Stewart Halliday whom I believe Mr Goulden is reporting to for some of this 'consultancy' work.

I suspect that some of it is in respect of the Unesco City of Media Arts submission, and related 'activities'. It may also involve social innovation.

I am led to believe that MrGoulden spends a few days per week at West Offices in several departments.

I am very surprised that the council has to ask questions like this. It gives the impression that its communications systems are not reliable?

As part of an inspection of the annual accounts last year I identified an extra ordinary amount of expenditure directed by city of York council towards one & other & stu golden - I can have them packaged up for you. I also, worryingly see that Kersten England is now doing promotions on video from west offices for businesses or at least one and again it is one and other. Under what authority is she allowed to do this- she is showing favouritism here - which councillors gave approval for our premises to be used and for Kersten to do this product endorsement?

When the council have uploaded their response on here, if you are able to check the data you have against it, then let me know if there are any items of expenditure that they haven't advised? I will then take up your offer for the costs that the council don't cover, which I expect will be for One&Other.

I requested an Internal Review on 26th November 2014,because City of York Council failed to provide a response by the required 20-day deadline of 24th November 2014.

Despite an apology for the delay, no explanation or date by which a response will be provided has been given by the council.

I am unhappy that you have given a 20-day period for the Internal Review, and this is unacceptable.

I would like to state that it is my belief that you have delayed the response because of the timing of the announcement on 1st December 2014 that York has been designated a Unesco City of Media Arts, which Stu Goulden is heavily involved with.

I am writing for the SECOND TIME to request an internal review of City of York Council's handling of my FOI request 'Information on Consultancy Work by Stuart Goulden for City of York Council'. I have already requested an internal review on 26th November, 2014

My initial complaint was that the 20-day response deadline has been missed by the Council, with no explanation as to why, and despite my bringing this to your attention and requesting that a date by which you expect to respond by, no date has been advised.

My second complaint is that a further 20-day deadline for the internal review has also been missed.

Please note that owing to the severity of the repeated failings by the council in respect of this FOI request, I have also requested a case review by the ICO.

Plainly the council has not answered your enquiry and must do so. I understand that a reply is now being prepared and will be made within the next few days.

However I should point out now that, as your request is framed by reference to an individual citizen, much of what you have requested amounts to his personal data. Mr Goulden is not a public authority; it is the council that is accountable to the public, so it will apply the relevant exemption and frame its reply accordingly.

Mr Goulden is a private citizen and the council would not normally hold information about companies or businesses with which he is involved. To check first what other information about Mr Goulden the council holds, if any, and whether it identifies other businesses, and then whether those businesses have been contracted by the council, would be likely to exceed the relevant cost limit. Any information he may have provided to the council in relation to the above contracts (eg to identify conflicts of interest) would have been in confidence, and therefore exempt under Sections 40(2) and 41(1) of the FoI Act. Therefore this item is refused.
