Thank you for your request for information made under the Freedom of
Information Act (FOIA) 2000 and relating to BSC Restructure.

I am pleased to provide the attached information in response to your
request. 

The salary and / or daily rate and contract duration for the position of
the following roles; BSC Technology Services Manager; BSC Transformation
Manager - The daily rates for the technology services and transformation
roles are £750 and £900 respectively. Both are 6 month contracts.

 

Please provide the full contract value with Ernst and Young (EY) for work
relating to the BSC restructure. - The full contract value of the EY work
relating to the BSC restructure £104,947.00

 

Please provide a copy of all purchase orders to Ernst and Young (EY.) – PO

Please provide the business case and any associated procurement / single
source document for Ernst and Young (EY.) Please provide the name of the
KCC employee or cabinet member, if appropriate, who approved the contract
/ purchase order to Ernst and Young (EY.) -  The Purchase order (business
case/requirement) was approved by the Infrastructure Director as per KCC’s
senior officer delegated authority limits (please note the CCN has been
signed by the Head of Technology Commissioning and Strategy who was acting
under the delegations granted whilst the Director of Infrastructure was on
leave).  There is no contract between KCC and E&Y as this work was
contracted through NEPRO and KCC. The E&Y work was then procured by NEPRO
and was to provide advice regarding the evolution of the business service
centre.  Attached is a copy of the call off contract between KCC and the
NEPRO and the CCN that relates to this piece of work.  Part of the CCN has
been redacted to remove information that is considered as to be
commercially sensitive. 

The commercially sensitive information is commercial in its nature and if
disclosed would place into the public domain information that is likely to
weaken the Authority’s trading positon and prompt competitors to take a
more aggressive stance.  The exemption relied upon here is specifically
s43(2) of the FOIA which states that “Information is exempt if its
disclosure under this Act would, or would be likely to, prejudice the
commercial interests of any person (including the public authority holding
it).”

In addition some personal information has been withheld which if disclosed
would amount to a breach of the Data Protection Act 1998 (relating to
unlawful processing of personal data) and accordingly falls outside of the
scope of this Authority’s disclosure obligations by virtue of section
40(2) of the Freedom of Information Act 2000
