RE: Request for information under the Freedom of Information Act 2000
(FOIA) / Environmental Information Regulations 2004 (EIR)

 

Thank you for your request for information received on 16 ^ November 2017
regarding the estimated cost to widen the River Calder through Mytholmroyd
in Calderdale, West Yorkshire.

 

We respond to requests for information that we hold under the Freedom of
Information Act 2000 (FoIA) and the associated Environmental Information
Regulations 2004 (EIR).

 

We want to be as open as possible in answering requests, and to help
people obtain the information they are looking for. Unfortunately, the
time to provide specific information just around the widening element of
the project would be very substantial. Gathering it together would
therefore be likely to involve a significant cost and diversion of
resources from our other work.

 

In these situations the legislation allows us to consider refusing
requests as ‘manifestly unreasonable’ under EIR and/or ‘above the
appropriate limit’ under FOIA.

 

We estimate that it would take over 40 hours to comply with your request
in its current form. This is based on calculating the costs in order to
provide a specific amount just for the widening element of the scheme as
explained above.

 

We can provide you with the current cost for the overall scheme in
Mytholmroyd, which is £30.9 million. This includes widening and raising
defences alongside all works associated with the delivery of the scheme.
There are numerous efficiencies to be gained as a result of delivering the
scheme as a whole package (e.g. cost of plant, materials, staffing, etc.)
that are spread across the scheme. There are significant
inter-relationships between costs for different elements and it is
therefore difficult to provide information relative specifically to just
the widening element. 

 

If you require further information in addition to the overall scheme cost,
it may be easier for us to help if we could call you. This would enable us
to discuss in more detail the information that falls within your request.

If you are unable or unwilling to revise your request we will, of course,
consider it in accordance with our obligations under FOI and EIR. However,
we wanted to give you an opportunity to reconsider your request and

Thank you for your email of 16th January.

I can confirm that we do not have a document called a 'cost report' with regard to the calculated costs of the Mytholmroyd Flood Alleviation Scheme. This information is not provided to the Environment Agency but calculated as a result of a detailed process, as explained in our email to you in December.
