Dear General Medical Council,

As you will be aware over the years the GMC have released lists of Medical Professionals who are registered with the GMC, who have declared themselves Freemasons.

1) Is Dr William Cheng a Freemason? If so please release any information held or recorded by yourselves the GMC that he is or was a Freemason.

From public information it is clear that a very high number of concerning complaints have been submitted by his patients to the GMC with regards to Dr William Cheng's conduct and working ethics, whilst under his care as an SMP, all resulting in NFA.

2) With regards to these complaint investigations by the GMC, were any of the investigating persons including staff that handled the investigations Freemasons? If so Please provide any information held or recorded by yourselves the GMC that they are or were Freemasons.

I’ve considered your request of 5 July 2020 under the Freedom of
Information Act 2000 (FOIA).

 

REQUEST

 

“As you will be aware over the years the GMC have released lists of

RESPONSE

 

I have found no record of the GMC ever creating a list of doctors who are
freemasons, let alone releasing such information. We also do not ask
doctors or our staff to declare their affiliations with freemasonry.

 

With regards to question 1, we do not hold this information.

 

As for question 2, I can neither confirm nor deny that the GMC has
received a complaint about or investigated this doctor.

 

The information you have asked for engages the exemption under section
40(5B)(a)(i) of the FOIA. The relevant information, if held, would be the
personal data of a third party and where confirming whether it’s held
would breach any of the principles relating to the processing of personal
data listed at Article 5 of the GDPR.  I believe that to publicly confirm
or deny whether we hold the information would breach the first principle,
which requires that the processing of personal data is lawful, fair and
transparent. I do not believe that any of the legal bases for processing
listed at Article 6 of the GDPR are met and therefore giving you the
information would be unlawful.

usually consider appeals received within 40 working days of our response.
