Thank you for your email. We have reviewed our handling of your request and this email serves to explain the process and searches that we undertook before concluding that we do not appear to hold relevant information.

We conducted extensive searches of our systems linked to Operation Linden, and another linked Operation, based on the information available in your request. As the document was referred to as 'the Collins Report', we have made a reasonable assumption that you were seeking a report or document authored or compiled by 'Collins' connected to child sexual exploitation.

We considered the titles of documents registered against the relevant accounts but found there was no document entitled 'Collins Report'. We broadened our searches and undertook further interrogation of our systems using the data available from the request to try to identify the report. This action yielded some potential results that required further scrutiny. However on closer inspection, none of the documents located by our further searches could be described as meeting the description of the 'Collins Report'.

We would like to emphasise that the reference to this 'report' is made in an article published by South Yorkshire Police and would reiterate our advice that you should consider approaching the force to request this information or to seek further specific details regarding the title, author, date, and contents of the report that may facilitate system searches. Otherwise we consider that we have undertaken reasonable and proportionate searches of our systems and documents based on the scant information provided and we have concluded that, on the balance of probabilities, we do not hold the information requested.

Thank you for your reply.
For your information, SYP have also denied any knowledge of the document that they have referenced.
SYP appear to have looked for the document in places other that where it can be found.
SYP also denied knowledge, despite the massive publicity, of Tony Brookes whistleblowing about an order to cease investigating child sex exploitation, but a metadata request revealed internal communications that they DID know.
This must therefore raise serious questions as to whether SYP can be trusted with regards CSE issues and associated information.

Before this request can either be closed or referred to the ICO, I now request the metadata for this request.

We have decided that your request is invalid because it does not meet the requirements of section 8 of the FOIA.

Section 8(1)(b) of the FOIA requires that a request for information must include the name of the requester. Guidance from the Information Commissioner’s Office stipulates that, for a request to be valid, the requester must provide enough of their real name to give a reasonable indication of their identity.

As 'Stygian' is not a full name, your request does not meet the requirement of section 8(1)(b) of the FOIA, with the result that we are not obliged to comply. We have also noted that the style of your correspondence bears strong similarities and follows a similar pattern to previous requests received from a different ‘WhatDoTheyKnow’ user account and strongly suspect that the latest requests are being made using a pseudonym of 'Stygian' in order to continue with a campaign of disruption that has been deemed to be vexatious. We will not be complyng with this request on the basis that it is invalid but will reconsider our decision if you can provide proof of your identity.

I have mentioned that you already have my email.
You also have my identity.
Please refer to the email of 20 October 2022.
Date complaint received by IOPC: 06.10.2022.
This concerned the abuse of two boys and the unexplained loss by South Yorkshire Police of a disc containing recordings, film, photographs and documents.
SYP did not reply and you did not follow up.
The boys continue to be abused to this day.

Therefore, you have my personal email and know full well my identity.

We have explained our position and the reasons we will not be taking, what we consider to be, this invalid request forward. We have explained that as 'Stygian' is not a full name, your request does not meet the requirement of section 8(1)(b) of the FOIA, with the result that we are not obliged to comply. We have also noted that the style of your correspondence bears strong similarities and follows a similar pattern to previous requests received from a different ‘WhatDoTheyKnow’ user account and strongly suspect that the latest requests are being made using a pseudonym of 'Stygian' in order to continue with a campaign of disruption that has been deemed to be vexatious.

As we have explained, we will reconsider our decision if you can provide proof of your identity which you should do via a private email address. You have provided a date of an email you say you have previously sent in 2022, however, we receive a high volume of email enquiries and is not proportionate to trawl through previous email correspondence from 2022 to try to validate your identity. We have explained how this matter can be resolved and the proofs of identity required. As we have now explained our position a number of times, please be aware that further emails regarding this matter will be read and added to the file but may not be responded to.

This concerned the abuse of two boys and the unexplained loss by South Yorkshire Police of a disc containing recordings, film, photographs and documents.
SYP did not reply and you did not follow up.
The boys continue to be abused to this day.
Therefore, you have my personal email and know full well my identity.

There is no campaign of disruption and it is not vexatious to seek information about something as serious as child sex exploitation.
Please post on these pages the evidence for your statement.
You have stated that you are unwilling to locate my email, for which I gave precise dates.
It would take you not more than two minutes to find the email(s), so 'trawling' is not an appropriate excuse.

Please be advised that I have complied with all your requests for confirmation of identity.

Therefore there is no valid reason why you can not respond with the case metadata.

Please provide the metadata, as requested on 6 July 2023.

I have taken advice, and the IOPC, having responded earlier without issue, are now in a position of having breached S10 of the FoIA, and potentially S77.

On 24 May 2023 you were informed:
"In 2006 the Collins report on sexual offences against 17-year-old and under took place. Sup’t Matt Jukes required district and force PPUs to identify CSE early."

On 12 June 2023 you advised contacting South Yorkshire Police for the Collins Report.

For your information, SYP have also denied any knowledge of the document that they have referenced.
SYP appear to have looked for the document in places other that where it can be found.
SYP also denied knowledge, despite the massive publicity, of Tony Brookes whistleblowing about an order to cease investigating child sex exploitation, but a metadata request revealed internal communications that they DID know.
This must therefore raise serious questions as to whether SYP can be trusted with regards CSE issues and associated information.

Matt Jukes, now a senior officer in The Met, has refused point-blank to answer any questions relating to child sex exploitation during his employment by South Yorkshire Police.
This must therefore raise serious concerns as to whether The Met can be trusted with regards CSE issues and associated information.

Additional information from a disciplinary hearing:

From the above, ALL of those named will have had a copy of the Collins Report.

Not for the first time have South Yorkshire Police found to have made irreconcilably inconsistent statements that in effect covered up information relating to child sex exploitation.

Therefore we now have three issues:
a) South Yorkshire Police, which referenced the Collins Report in their own documentation concerning alleged cover-ups of child sex exploitation, could and should be subject to investigation by the IOPC.
( It is not understood why the IOPC has not already done so. )
b) I am still awaiting the receipt of the metadata relating to this case.
c) The Met Police could and should be investigated by the IOPC.
( It is not understood why the IOPC has not already done so. )

This matter is also being brought to the attention of the Information Commissioner.
