(a) what analysis has been conducted to ascertain whether these goods or services meet contractual and/or legal requirements;
(b) what contractual or other recourse exists to reclaim in respect of goods or services that are defective, substandard or delivered in contravention of the law;
(c) what steps are being taken to seek recourse for any such contractual or legal shortfalls.

3(a&b) Gwynedd Council’s general Terms and Conditions notes as follows
with regards to the provision of services:
“15. Provision of Services
(1) The Contractor shall provide the Services in accordance with the
Contract and as detailed to the satisfaction of the Council and the
decision of the Council shall be final and conclusive. The Council shall
have the right to inspect and investigate the performance of the Services
in the Council's Premises at any reasonable time or, if the Council gives
reasonable notice to the Contractor, at any other premises where any part
of the Services may be provided.
3) If the Council notifies the Contractor that the Council considers any
part of the Services to be unsatisfactory, or in any way different from
the Contract, and this is other than due to the default or negligence of
the Council, then, the Contractor shall at his own expense rearrange and
complete the work properly within such reasonable time as the Council may
determine.”

All sums fall below the tendering process threshold
(c) What alternative suppliers of goods or services were considered.
Gwynedd Council's Contract Procedure Rules require that 'one quote only'
be sought for goods, services and works up to the value of £ 5,000 (as
referred to above).
Please note that where information is subject to copyright belonging to
the Council, you will need to obtain the permission of the Council to
re-use it for purposes other than private study or non-commercial
research. The Council may charge for re-use. Where third party copyright
material is disclosed, you must obtain permission to re-use from the
copyright holders concerned.
Complaints
If you are unhappy with the way the Council has handled your request, you
may ask for an internal review. Please contact me if you require an
internal review of your case. An internal review will be conducted by the
Monitoring Officer or Head of Service and we will aim to respond within 20
working days. However, if we are unable to complete the review by this
date, we will advise you accordingly.

the right to apply directly to the Information Commissioner for a
