(c) payment for goods or services (specifying the relevant goods and services).

3. Where the funding in 1 above has been by way of payment for goods or services, please specify:
(a) what analysis has been conducted to ascertain whether these goods or services meet contractual and/or legal requirements;
(b) what contractual or other recourse exists to reclaim in respect of goods or services that are defective, substandard or delivered in contravention of the law;
(c) what steps are being taken to seek recourse for any such contractual or legal shortfalls.

4. In respect of the payments referred to in 1 above, please state:

Thank you for your information request dated 12 December 2021.

Your request for information was handled under the Freedom of Information Act (FOIA) 2000.

I confirm Nottinghamshire Fire and Rescue Service (NFRS) holds the information you asked for, except for question 4.a. as no direct grants were made.

You asked:

1. For each of the years 2015-2021, please confirm what funding has been provided to Stonewall by Nottinghamshire Fire and Rescue Service

Details of payments NFRS made to Stonewall in the financial years 2015/16 to 2020/21 are in the attached spreadsheet.

Please note these payments are for services, as in 2.c. below.

2. Please specify whether the funding in 1 above has been in the form of:

a. Direct grants for unlimited purposes.

None.

b. Direct grants for limited purposes (in that event, stating the purpose).

None.

c. Payment for goods or services (specifying the relevant goods and services).

Details of payments NFRS made to Stonewall in the financial years 2015/16 to 2020/21 are in the attached spreadsheet.

3. Where the funding in 1 above has been by way of payment for goods or services, please specify:

a. What analysis has been conducted to ascertain whether these goods or services meet contractual and/or legal requirements.

NFRS Single source supplier process was used. This NFRS process is for all orders up to £25,000 excluding VAT where no open competition is held.
The process needs Budget Holder and Procurement Manager approval before any commitment is made or purchase order raised on the supplier.

b. What contractual or other recourse exists to reclaim in respect of goods or services that are defective, substandard or delivered in contravention of the law.

c. What steps are being taken to seek recourse for any such contractual or legal shortfalls.

For b. and c.:
• No steps have been taken for any contractual or legal shortfalls for services supplied to NFRS by Stonewall.
• NFRS have a disputes process.
• If there was reason to dispute a transaction, the NFRS disputes process would be followed.

4. In respect of the payments referred to in 1 above, please state:

a. What criteria were applied in deciding to make payments by way of direct grants.

Not applicable. No direct grants were made.

Dear FOI requests,

Thank you for your response, in which you state "Details of payments NFRS made to Stonewall in the financial years 2015/16 to 2020/21 are in the attached spreadsheet".

Very respectfully, I would suggest that to all (except perhaps a phd in programming?) the spreadsheet provided isn't exactly 'user friendly'.

Could you please reproduce that information in tabular format, to include all and any (ex-VAT) spend information by NFRS to Stonewall, including, but not limited to;

- Grant funding
- Membership to any Stonewall scheme (‘Diversity Champions’, ‘Top 100 Employers’, ‘Children and Young People Champions’, ‘School Champions’, ‘Equality Index’, ‘LGBT Leadership Programme’, ‘LGBT Role Model Programme’, ‘Ally/Trans Ally Programmes’, ‘Proud Employers’, ‘Train the Trainer’, or any other Stonewall scheme or Programme etc)
- Donations
- Events/Conferences (where, for example, your organisation purchased tickets to attend or entered raffles or auctions organised by Stonewall). Please name any events/conferences that your organisation attended and dates attended, give the 'per attendee' ex-vat charge and number of tickets/attendees)
- Any consultancy or specialist advice purchased
- Any money paid to Stonewall for Advertising, such as Job Adverts etc
- Any ‘other spend’, such as on ‘rainbow laces’ or ‘rainbow lanyards’ etc

In summary, I’d appreciate receiving a full break-down of all and any money paid to Stonewall by NFRS over the periods requested.
