Thank you for your request for information as copied below. You have asked
the House of Commons six questions concerning Stonewall.

 

 1. Any application you made in 2019 or 2020 to be a “Stonewall Diversity
Champion” or to be included on Stonewall’s “Workplace Equality Index,”
including any attachments or appendices to those applications. Please
redact personal details if necessary.

 

This information is held by the House of Commons. Please find our 2020
application to be included on Stonewall’s Workplace Equality Index. As the
file size for the information is too large to attach to one email, I will
send the second half in a follow-up to this email.

 

The names and other biographical information of some staff members working
for the House of Commons have been redacted from the requested information
because this is their personal data. This information is therefore exempt
by virtue of section 40(2) of the Freedom of Information Act 2000 (FOIA),
as disclosure of this information to the public generally, in the House’s
view, would not be consistent with data protection principles in Article 5
of the UK General Data Protection Regulations. This is an absolute
exemption and the public interest test does not apply.

 

 2. Any feedback you received in 2019 or 2020 from Stonewall in relation
to either application or programme.

 3. Any other communication you have received from Stonewall in 2019 or

To provide the information you have requested, the House of Commons would
need to ask across a variety of teams to review their communications. We
have identified that this would at least involve staff in the Diversity
and Inclusion (D&I) Team, the Speaker’s Office, the Clerk’s Office and all
members of the ParliOut Workplace Equality Network (WEN) searching through
all their held communications from 01 January 2019 to 01 January 2020.
This would include searching all individual and team email accounts and
workspaces for all information ever held. This would involve at least 50
staff, as well as the shared mailboxes used by many groups, teams and
wider service areas in the House of Commons. Assuming it would take on
average each person at least 60 minutes to search all of the documents to
which they have access, this would take around 50 working hours to
complete.

 

Section 12 of the Freedom of Information Act 2000 (FOIA) only requires the
House of Commons to comply with a request which would not exceed the
appropriate limit of £600. This represents the estimated cost of one
person spending 24 working hours in determining whether the House holds
the information, and locating, retrieving and extracting the information.

 

As your request exceeds this limit, it is refused. However, if you were to
make a new request for a narrower category of information, it may be that
we could comply, although we cannot guarantee that this will be the case.
For example, you could refine your request to ask for correspondence to or
from specific team or members of the House of Commons’ staff or otherwise
provide information that would help us locate any such team or individuals
ourselves.

 

 4. Full details of any equality impact assessment you carried out
connected with any of these applications (including any equality
impact assessment carried out prior to an earlier application of the
same kind, if no further assessment was done).

 

This information is not held by the House of Commons. The House of Commons
became a member of the Stonewall Diversity Champions Programme in 2011. We
do not hold a record of an equality impact assessment on the House’s
membership being completed from that time onwards.

 

 5. Details of the total amount of money you paid to Stonewall (i) in
2019; (ii) in 2020, whether or not as payment for goods or services.

 

This information is held by the House of Commons. The amount paid in total
in 2019 was £5,093 paid in membership fees, conference fees and training.
In 2020 £2,831 was paid in conference fees and training.

 

 6. Whether you intend to continue your membership of any Stonewall scheme
in the future, and if so which.

 

Please note initially that the House did not renew our membership of the
Stonewall Diversity Champions Programme in 2020 and are therefore no
longer a member.

 

Regarding whether the House intends to apply to join the programme again
in the future, this information is not held by the House of Commons.

for a list of custodians by job title that we believe to have been the
recipients of communications from Stonewall in 2019 or 2020.

 

For the purposes of your Freedom of Information request, the House of
Commons does not hold a list as you have described.

 

However, we understand that you require assistance to refine your previous
request, and we have tried to be helpful. To assist you, and since you
sent this second request, we have contacted some staff in likely teams to
find out more about the communications from Stonewall that we might hold.
This is not an exhaustive search (because doing so would exceed the cost
limit), but I hope it helps to give you an indication of the information
we do hold:

o Marketing emails from Stonewall, including emails which advertise
training courses
o Confirmation from Stonewall of bookings we have made for our staff to
attend their conferences
o An email received by our Head of Diversity and Inclusion about the
reactivation of our Stonewall membership
