Unfortunately the council is under unprecedented demand which in turn is
impacting the ability of service areas to respond to FOI requests as
resources are being diverted away from usual information rights work to
support other priority areas.

I would like to reassure you, however, that your request is under active
consideration, and that we will endeavour to provide you with a respond as
soon as practically possible.

You have a right under Section 50 of the Freedom of Information Act to ask
the Information Commissioner to decide whether we have met with our
obligations under the act.  The Commissioner has however made it clear

Leeds Children and Families Services participated in the 2019 Champions
Award and therefore completed an application/submission in 2019.  The
marking applied for 2 years so a submission was not required in 2020.

Stonewall sent Leeds Children and Families Services the marking details of
our 2019 Submission.

For questions 1-3 Please see attached documents as requested, FOIA section
40 provides an exemption from the duty to disclose information where it
constitutes personal data, as defined in the Data Protection Act. One of
the factors we take into account when considering disclosure of such
information is the seniority of the role. Our approach is to consider
disclosure of information about the decisions made by staff at the grade
of head of service and above and to consider withholding or providing less
information for lower salary grades.  This is usually assessed on a case
by case basis and what is reasonable to disclose will depend on both the
seniority and responsibilities of the role and the nature of the
information. Even for more senior posts there may be a reasonable
expectation that information relating to some personnel matters would not
be disclosed. In addition there are circumstances where, for example, due
to the nature of the information and/or the consequences of it being
released, the individual will have a strong expectation that information
will not be disclosed.
