Information, Arts Council England

Dear Alice

Thank you for your request for information from Arts Council England.

As previously mentioned, I can confirm that this request was considered in
line with our obligations under the Freedom of Information Act 2000.

Your request:

This is a request under the Freedom of Information Act 2000 (FOIA). Please
provide any information that you hold answering to any of the following
descriptions:

1. Any application you made in 2019 or 2020 to be a “Stonewall Diversity
Champion” or to be included on Stonewall’s “Workplace Equality Index,”
including any attachments or appendices to those applications. Please
redact personal details if necessary.

2. Any feedback you received in 2019 or 2020 from Stonewall in relation to
either application or programme.

3. Any other communication you have received from Stonewall in 2019 or
2020 unless privileged or otherwise exempt from disclosure (but if you
claim privilege or exemption in relation to any material, please say in
broad terms what the material is and the basis on which you claim to be
entitled to withhold it).

4. Full details of any equality impact assessment you carried out
connected with any of these applications (including any equality impact
assessment carried out prior to an earlier application of the same kind,
if no further assessment was done).

5. Details of the total amount of money you paid to Stonewall (i) in 2019;
(ii) in 2020, whether or not as payment for goods or services.

6. Whether you intend to continue your membership of any Stonewall scheme
in the future, and if so which.

Our Response:

Please find answers to each of your questions below.

Any application you made in 2019 or 2020 to be a “Stonewall Diversity
Champion” or to be included on Stonewall’s “Workplace Equality Index,”
including any attachments of appendices to those applications. Please
redact personal details if necessary.

The Arts Council has renewed its existing Stonewall Diversity Champion
membership in each of the last 15-20 years. There is no ‘application’
process for this. It is a simple confirmation of renewal and payment for
what is a membership subscription.

The Arts Council has not applied to be included in Stonewall’s ‘Workplace
Equality Index’ since around 2013-14.

Any feedback you received in 2019 or 2020 from Stonewall in relation to
either application or programme.

No information held. We did not submit an application.

Any other communication you have received from Stonewall in 2019 or 2020
unless privileged or otherwise exempt from disclosure (but if you claim
privilege or exemption in relation to any material, please say in broad
terms what the material is and the basis on which you claim to be entitled
to withhold it.)

We have received general information and marketing communication from
Stonewall across this period, i.e. general mailouts and newsletters aimed
at all organisations who are Diversity Champions. We cannot share these
because we do not retain them in a comprehensive way.

Further to this, please note the copyright for all content in these emails
would be the property of Stonewall, and we would not wish to redistribute
their content without permission.

Full details of any equality impact assessment you carried out connected
with any of these applications (including any equality impact assessment
carried out prior to an earlier application of the same kind, if no
further assessment was done).

No information held. We have not carried out an Equality Impact Assessment
in this regard.

Details of the total amount of money you paid to Stonewall (i) in 2019;
(ii) in 2020, whether or not as payment for goods or services.

£2,500 was paid in each of these years for the annual Diversity Champion
membership subscription.

Whether you intend to continue your membership of any Stonewall scheme in
the future, and if so which.

We do not plan to enter the Workplace Equality Scheme in 2021. Our senior
team will consider renewing our organisational membership subscription to
be a ‘Diversity Champion’ when it falls due for renewal – in the same way
we assess whether all other ongoing organisational membership
subscriptions deliver value for money.

We hope you are satisfied with the way in which we have dealt with your
request for information under the Freedom of Information Act, however, if
you are not satisfied that this is the case then you are entitled to an
internal review. To request an internal review please contact us by reply
to this email, within two months of the date of this correspondence,
explaining what specifically you would like us to review under the Act.
Alternatively you can detail your specific concerns in writing and send
them to the Chief Executive, Arts Council England, 21 Bloomsbury Street,
London, WC1B 3HF or email to [1][email address]

Subsequently, if you are not content with the outcome of the internal
review, you have the right to apply directly to the Information
Commissioner for a decision. The Information Commissioner can be contacted
at Information Commissioner’s Office, Wycliffe House, Water Lane,
Wilmslow, Cheshire, SK9 5AF.
