2. Any feedback you received in 2019 or 2020 from Stonewall in relation to either application or programme.

3. Any other communication you have received from Stonewall in 2019 or 2020 unless privileged or otherwise exempt from disclosure (but if you claim privilege or exemption in relation to any material, please say in broad terms what the material is and the basis on which you claim to be entitled to withhold it).

4. Full details of any equality impact assessment you carried out connected with any of these applications (including any equality impact assessment carried out prior to an earlier application of the same kind, if no further assessment was done).

I am writing to request an internal review of your handling of my FOI request ‘Information about your dealings with Stonewall #DontSubmitToStonewall.’

My 5th question asked for details of the total amount of money you paid to Stonewall (i) in 2019; (ii) in 2020, whether or not as payment for goods or services.

Your answer was that you paid £3000 + VAT for an unspecified membership in 2019 with no payments made in 2020 as “CNC is no longer a member”.

Please confirm what the membership programme is called and covers.

Please also advise what years CNC participated in i) Stonewall’s equality index and/or ii) the Diversity Champion programme and/or iii) any other Stonewall programme.

My 3rd question was a request for:
Any other communication you have received from Stonewall in 2019 or 2020 unless privileged or otherwise exempt from disclosure (but if you claim privilege or exemption in relation to any material, please say in broad terms what the material is and the basis on which you claim to be entitled to withhold it).

Your answer claims that:
“No communications received other than marketing materials – deleted after received and read.”

In 2019/20, a pilot was “initiated to establish the LGBT Committee with its own chair, enhanced membership and attended various national Pride events to bring good practice models to the [Civil Nuclear] Constabulary.”*

Previously you have reported a long term relationship with Stonewall which you described as an “equality partner”, participating in their equality index and/or as a Diversity Champion, maintaining “membership” of Stonewall for “HR, policy” in annual reports.

Diversity Champion membership includes detailed email and phone support and advice through a dedicated account manager, seminars & webinars, advice on setting up an LGBT committee, policy review and more.

So it is not credible that you had no communication, events and/or meetings with Stonewall in 2019 and 2020 when you have paid for a membership and then ceased being a member.

I do not think your approach to these questions is consistent with your duty under section 16 of the Freedom of Information Act to provide advice and assistance to me as a person who has requested information from you, and I would ask you to have careful regard to that duty in dealing with this application for review.

This, of course, does not exhaust your duty to provide me with advice and assistance: you should also turn your minds to any other ways in which you can help me to refine my request so that it captures a representative picture of your dealings with Stonewall without exceeding the appropriate limit.

We have had a look at your request for an internal review. We feel that we have answered your original questions in full but please see below some extra clarity.

The CNC membership was as a Diversity Champion.

The CNC has not had any meaningful communication with Stonewall outside of marketing materials. This lack of engagement was the reason why we dropped our membership as a Diversity Champion

In your request for an internal review you have asked some new questions which will be treated as a new FOI request. I have requested this information and as soon as I receive it I will respond to you.

Civil Nuclear Constabulary participated in the Stonewall Workplace Equality Index in 2015, 2016, 2017, had Role Model Training in 2014 and attended Workplace Conference 2014 & 2015.

It paid £3000 for Diversity Champion programme in 2019 and is no longer a member.
