4. Full details of any equality impact assessment you carried out connected with any of these applications (including any equality impact assessment carried out prior to an earlier application of the same kind, if no further assessment was done).

5. Details of the total amount of money you paid to Stonewall (i) in 2019; (ii) in 2020, whether or not as payment for goods or services.

6. Whether you intend to continue your membership of any Stonewall scheme in the future, and if so which.

I can now share our responses to your questions, which are provided below.

Organisations are not required to apply to be a Stonewall Diversity
Champion. The RCA has not made any application to be included on
Stonewall's 'Workplace Equality Index'

 2. Any feedback you received in 2019 or 2020 from Stonewall in relation to either application or programme.

As no applications were made, no feedback was received. 

 3. Any other communication you have received from Stonewall in 2019 or 2020 unless privileged or otherwise exempt from disclosure (but if you claim privilege or exemption in relation to any material, please say in broad terms what the material is and the basis on which you claim to be entitled to withhold it).

During this period, we received general communications from Stonewall,
such as regular newsletters or service updates, as well as check-ins from
our Stonewall contact.

The RCA paid £6,000 (including VAT) for Stonewall Diversity Champions
membership (including England & Global) for the period 12/4/2019 -
11/4/2020  

 

The RCA paid £6,000 (including VAT) for Stonewall Diversity Champions
membership (including England & Global) for the period 12/04/2020 to
11/04/2021.  

 

 6. Whether you intend to continue your membership of any Stonewall scheme in the future, and if so which.

The RCA currently has Stonewall Global Diversity Champions Membership and
Stonewall Diversity Champions Membership (England membership) which we
intend to continue. 

If you are unhappy with the way your request has been handled, you may
make a complaint by writing to me within two calendar months of the date
of this response. Your complaint will be considered by an adjudicator who
was not involved in the original consideration of your request.

 

If you are not content with the outcome of your complaint, you may then
contact the Information Commissioner’s Office: Information Commissioner,
Wycliffe House, Water Lane, Wilmslow, Cheshire SK9 5AF.

I am writing to request an internal review of Royal College of Art's handling of my FOI request 'Information about your dealings with Stonewall #DontSubmitToStonewall'.

Parts 2 & 3 of my request are:

“Any feedback you received in 2019 or 2020 from Stonewall in relation to either application or programme.”

“Any other communication you have received from Stonewall in 2019 or 2020 unless privileged or otherwise exempt from disclosure…”

It is not credible that you hold no information. Stonewall membership includes tailored email and phone support and advice through a dedicated account manager, feedback & policy review “for LGBT inclusion” by Stonewall staff, introductions to other “Diversity Champion” members and more.

I do not accept that you do not hold or have access to this information electronically and so can analyse and respond without exceeding the appropriate limit.

Public authorities should try to be as helpful and flexible as possible. You failed to assist me in “reforming or re-focussing” my request, so that “information may be able to be supplied for a lower, or no, fee”.*”

For example, it could make it possible for you to comply with my request without incurring excessive costs by, for example, providing me with a list of the custodians (by job title; I do not need to know names) you believe to have been the recipients of communications requested under this request.

That, of course, would not exhaust your duty to provide me with advice and assistance: there may be other ways in which you can help me to refine my request so that it captures a representative picture of your dealings with Stonewall without exceeding the appropriate limit and answers parts 2 & 3 properly.

The College received Freedom of Information (FOI) request 313_FOI asking
for details of Stonewall’s engagement with the RCA from Human Resources. 
This arrived on 8 February 2021. The FOI Team sent the acknowledgement on
12 February and the response was sent on 18 March.

An Internal Review request was received on 19 March.

RCA membership which the RCA paid.

claim privilege or exemption in relation to any material, please say in
broad terms what the material is and the basis on which you claim to be
entitled to withhold it).
