Information about your dealings with Stonewall [Extraneous material removed]

Response to this request is long overdue. By law, under all circumstances, The National Museums and Galleries of Wales should have responded by now (details). You can complain by requesting an internal review.

Dear National Museums and Galleries of Wales,

This is a request under the Freedom of Information Act 2000 (FOIA). Please provide any information that you hold answering to any of the following descriptions:

1. Any application you made in 2019 or 2020 to be a “Stonewall Diversity Champion” or to be included on Stonewall’s “Workplace Equality Index,” including any attachments or appendices to those applications. Please redact personal details if necessary.

2. Any feedback you received in 2019 or 2020 from Stonewall in relation to either application or programme.

3. Any other communication you have received from Stonewall in 2019 or 2020 unless privileged or otherwise exempt from disclosure (but if you claim privilege or exemption in relation to any material, please say in broad terms what the material is and the basis on which you claim to be entitled to withhold it).

4. Full details of any equality impact assessment you carried out connected with any of these applications (including any equality impact assessment carried out prior to an earlier application of the same kind, if no further assessment was done).

5. Details of the total amount of money you paid to Stonewall (i) in 2019; (ii) in 2020, whether or not as payment for goods or services.

6. Whether you intend to continue your membership of any Stonewall scheme in the future, and if so which.

Yours faithfully,

Ermine Amies

Dear Tim,

Thank you for your response.

You confirm you have been a ‘Stonewall Diversity Champion’ throughout this period and state no feedback has been received during this period.

The membership provides tailored email and phone support and advice through a dedicated account manager and review of your policies by Stonewall. So it is not credible that you receive no feedback.

In response to part 3. Any other communication you have received from Stonewall in 2019 or 2020 unless privileged or otherwise exempt from disclosure (but if you claim privilege or exemption in relation to any material, please say in broad terms what the material is and the basis on which you claim to be entitled to withhold it), you note there are several hundred documents.

You say: Whilst the Museum does hold the information requested, to provide this information would require the review and retraction of personal information from several hundred documents. I must inform you that the Museum is not obliged to supply the information you have requested due to the information being exempt under the Freedom of Information Act, and the Data Protection Act 2018 due to the cost of retrieving the records.

The exemption that we have applied to the information is as follows: FOI Act 2000 Exemptions
http://www.legislation.gov.uk/ukpga/2000...
Section 12 Exemption where cost of compliance exceeds appropriate limit.
Section 1(1) does not oblige a public authority to comply with a request for information if the authority estimates that the cost of complying with the request would exceed the appropriate limit.

However, we do wish to be helpful and the documents broadly cover:
Training:
They have provided the following training/development sessions to Museum staff during this period.
Unconscious Bias Training
Transgender Awareness Training
LGBT Role Model Programme
Attendance at Stonewall conference:

The Museum has also paid for staff to attend Stonewall Conference.
General Correspondence:
Payments & invoices
Meeting requests
Marketing: Notification of courses, seminars, publications etc
________________________________________

I direct your attention to your section 16 duty to provide me with advice and assistance.

The specific assistance I would like you to provide me with to help me to refine my request and make it possible for you to comply without incurring excessive costs is a list of the custodians (by job title; I do not need to know names) you believe to have been the recipients of such communications.

That, of course, does not exhaust your duty to provide me with advice and assistance: you should also turn your minds to any other ways in which you can help me to refine my request so that it captures a representative picture of your dealings with Stonewall without exceeding the appropriate limit.

I look forward to hearing from you soon.

Yours,

Ermine Amies
