Information about TV Licensing induction and training

As television licensing authority in the UK, the BBC publicly acknowledges overall responsibility for all matters concerning the TV licence and TV Licensing.
This is a freedom of information request lodged under the Freedom of Information Act 2000 for full disclosure and publication of all the induction and training materials used by TV Licensing in cooperation with and authorised by the BBC for all categories of TV Licensing visiting parties and visiting officers.

One of the many reasons the BBC outsourced "Goon" activity to Capita, is it outsources the difficult questions that a public corporation does not want to answer, but should neverthless do so!
The re-release of the redacted Goon visiting guide is not a proper answer to the question posed under the FOI in my opinion.

Perhaps it is as well to show gratitude to the BBC for this admission that they seem to be permitting ill-trained, poorly supervised people to collect tv licence revenue on their behalf.

Yes indeed so, J Jones. What makes it all the worse is that the ill trained rabble you mentioned not only raise revenue for the BBC, which is bad enough, but they also carry out "enforcement" and gather "evidence" for prosecutions. Having witnessed their court cases and seen their supporting "evidence" it's obvious that magistrates don't care about the rubbish that is presented to them and just rubber stamp.

I am writing to request an internal review of British Broadcasting Corporation's handling of my FOI request 'Information about TV Licensing induction and training'.
The following is an extract taken from BBC FoI response Request for Information – RFI20131347:
"You note that this appeared at para 2.10 in the version of the Visiting Procedures disclosed under
RFI20110540 but was missing from the version of the Visiting Procedures disclosed more recently under
RFI20130974. I can confirm under section (1) of the Act that we do not hold any recorded information
relating to the reason for this paragraph being removed from the recently disclosed version of the Visiting
Procedures.
This was an oversight. The wording has changed slightly from the original paragraph but should
nonetheless have been disclosed. "
In the extract above the BBC FoI Team admitted that "due to an oversight" they omitted information requested and lodged under the Freedom of Information Act 2000.
As consequence of that admission by the BBC FoI Team I request an Internal Review of the handling of FoI Request RFI20130974: 'Information about TV Licensing induction and training' and that any other "oversights", "omissions", and "corrections" be disclosed in full and published.
It is difficult to believe that the induction and training for enforcement activities carried out for and on behalf of the BBC consist merely of the issuing of "TV Licensing Visiting Procedures" manual and nothing else.

I've heard this empty, unauthorised threat on several occasions & on utube.
So much for their training!

I would like people to read the above extract from the internal review document and really take the time to think very carefully what it says about the lack of oversight the BBC has of the door to door activities of people under contract to the BBC for the administration and enforcement of the BBC TV licence under a TV Licensing contract.
The BBC seem to have washed their corporate hands entirely of what is done on behalf of the BBC and in the name of a trademark TV Licensing wholly owned and registered by the BBC.
Think about it very very carefully.

As the BBC has outsourced (or passed the buck) of TVL enforcement to Capita, then the FOI requirements should be "Outsourced" to Capita as well in my opinion - As Capita seem extreemly secretive & furtive, it would do them the world of good - if they have nothing to hide, why hide it?
