RESPONSE

 

Please note some information has been redacted in our response as it
amounts to Personal Data, as defined Section 1 Data Protection Act 1998
(DPA). Public authorities are not obliged to release personal data in
response to requests under the Freedom of Information Act (FOIA) because
Section 40 FOIA defines personal data as exempt information. In this case
specifically at Section 40(2), which refers to the personal data of third
parties. We are therefore unable to release this information to you.

 

1)    Officers - Rupert Clubb, Director of Communities, Economy and
Transport:  Advisory capacity.

******** Team Manager, Strategic Economic Infrastructure:  Advisory
capacity.

******** Project Officer: Distributes papers and takes minutes.

 

Cllrs – Cllr Glazier (or Cllr Elkin as his deputy) attends the meetings as
Leader of ESCC. Cllr Mike Blanch also attends as a local County Councillor
for the Eastbourne area.

 

  2) The A27 Reference Group is an East Sussex wide, political lobbying
group and ESCC officers attend in an advisory and support capacity. ESCC
Councillors attend as political leaders in East Sussex.

 

  3) Please see attached.

 

  4) To date, four meetings of the A27 Reference Group have been held.
Three meetings have been held at County Hall, Lewes; one meeting has been
held in Westminster. Therefore, the cost of the meetings has been nil.
Officer time cost is not held.

 

 5) A date, time or venue for the next meeting has not been arranged.

 

 6) Please find attached four documents for the minutes for each meeting.
Also attached are the attachments contained in the minutes.

Dear East Sussex County Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am happy to have received some of the information requested but I am writing to request an internal review of East Sussex County Council's handling of my FOI request 'Information about the A27 Reference Group' for the following reasons.

No details have been provided on the costs incurred by ESCC, other than the £50,000 study fee. Use of venue must carry a cost and in many local authorities departments are charged for use of rooms etc. In addition refreshments are likely to have been served and for the meeting held in Westminster there must have been travel costs for staff and councillors.

Senior officers must also have an idea as to how much time they spending on the A27 and how much work they are asking staff to do, not least as they have to oversee their workloads. Therefore calculating a cost arising from officer time should not be that difficult to calculate (the same as ESCC expects consultants to inform them of staff details and the hours they will be working when preparing a bid).

The project brief (October 2015) has been provided but the document says it is the draft version. I would like to see a copy of the final version which should be in existence given that the study work was originally envisaged to be completed by 31 March 2016.

Why have the names of LEP Directors, Chief Executive and Chairman been redacted when these bodies are subject to the Freedom of Information Act?
