1. Who is responsible for what is displayed on the mobile VMS and overhead variable displays on the east bound A14 between junction 9 and 30?

2. What time was a section of the east bound A14 between junction 13 and 21 of the east bound A14 closed on the evening of 17th April 2019?

3. What was displayed on the VMS and overhead variable displays between junctions 10 and 13 of the eastbound A14 between 9pm and midnight on 17th April 2019?

4. What time was section of the east bound A14 around junction 30 closed on the evening of 17th April 2019?

5. What was displayed on the VMS signs and overhead variable displays between junctions 21 and 30 of the east bound A14 between 9pm and midnight on 17th April 2019?

I am writing to request an internal review of Highways England Company Limited's handling of my FOI request 'Information about road closures on A14'.

Thank you for answering my FOIA questions. Unfortunately your responses do not match my experience on the A14 on 17 April and so I am asking you to confirm what the signs actually said rather that what they should have said by sending me copies of the documents you used to compile your answers.

3. In your response to question 3 you stated that
"Between 21:00 and midnight on 17 April on the A14 eastbound between junction 10, Kettering and junction 13, Thrapston, our overhead matrix signs stated:
“A14 CLOSED J20-J21”

When I passed the sign just after 9pm they said
“A1 NORTH CLOSED”. Please can you confirm the time at which the message was changed and send me copies of your records to confirm this.

5. In response to Question 5 you stated that
“ Between 21:00 and midnight on 17 April on the A14 eastbound between junction 21, Brampton Hut and junction 30, Dry Drayton, the variable message signs stated:
At A14 eastbound junction 23, Spittals roundabout, A14 junction 26, St Ives exit slip and A14 eastbound junction 27 Fenstanton entry slip:
“A14 EB closed at Jct 30 Follow A14 E Diversion”

My experience was that after 10pm each of the signs said
“M11 XX Miles YY Mins” ( I cannot recall the actual number of miles or minutes)

Again please can you confirm at what time the signs were changed and let me have copies of the records that confirm this.

Dear Mr Drysdale,

Thank you for reviewing Highways England’s response to my FOIA request. In your letter you stated that

"In relation to question 5 due to the short 1 month retention period of the data due to the volume of messages that are handled by the system, I am unable to determine whether the information provided in the initial response to question 5 was or was not correct."

I accept you cannot review the data but please can you confirm with the MVIS team whether the original response given to question 5 was based on the stored data about the MVMS messages. My original request was made within 1 month of the 17th April so the information would have been available. If the original response to question 5 it was not based on the stored message data please can you tell me what data the original response was based on.

Dear Ms Young,

I'm sorry about the delay in getting back to you on this.

I have now discussed this with the team and they have confirmed that the response to Q5 was based on an e-mail that had been sent to the MVIS team, who set and maintain the displays on the signs, denoting what each sign was required to display. It would appear that the report was not used to answer Q5 during the initial request however as mentioned in my review the MVIS team has confirmed there was no problems with MVMS system and that the signs were changed at 20:30.

I have included the e-mail used to answer with this e-mail, with redactions made under Regulation 13: personal information, for your records but unfortunately I cannot add any more detail on this.
