This is a request for Parking Services related information, filed under the Freedom of Information Act 2000.

Please provide the following information in respect to pay and display parking tickets.
I would like you to disclose the number of PCN challenges you have received where the PCN was issued under Code 83 ‘Parked in a car park without clearly displaying a valid pay and display ticket or voucher or parking clock’, where the challenge claimed a valid ticket was displayed, which for some reason or other, was not visible to the Civil Enforcement Officer. I request you disclose any information you have surrounding this issue.

Information about PCN Challenges relating to failing to correctly display a valid pay & display ticket - Bexley - our reference 11/353

I acknowledge your request for information received on 15th April 2011.

Your request is being considered and you will receive the information requested within the statutory timescale of 20 working days as defined by the Freedom of Information Act 2000, subject to the information not being exempt or containing a reference to a third party.

For your information, the Act defines a number of exemptions, which may prevent release of the information you have requested. I am writing to request an internal review of Bexley Borough Council's handling of my FOI request 'Information about PCN Challenges relating to failing to correctly display a valid pay & display ticket.'.

[ I would like to request that you review the fact that you were unable to provide the details requested. I see no reason that you could not provide this information even if, as you stated, it would have to be done manually. It would be possible for you to process say a 'sample amount' of the challenges for the information I require up to the threshold limit by as you said manually checking the records and case files you hold.]
