Information about independent investigators

We're waiting for Thane Dick to read recent responses and update the status.

Dear Enfield Council,

Excercising the benefits of the Freedom of Information Act (FOIA), 2000, kindly provide a list of independent investigators used by Enfield Council when complaints are made against the local authority. I would also like to know who pays these investigators? How diverse is the pool of investigators, where are they from? How frequently have they been used in the past 5 years?

Thank you for your Freedom of Information Request dated 12th September
2017 where you requested information about independent investigators.

 

Response

I can confirm that the London Borough of Enfield does hold this
information.

 

1. Kindly provide a list of independent investigators used by Enfield
Council when complaints are made against the local authority

 

We hold details for a total of 13 different individuals and a total of 8
different companies. The company names are as follows:

-Making Experiences Count LTD

-Ankh Services

-MET Management Solutions

-JC Associates

-McCall Consultancy

-SL Social Care Solutions LTD

-Solutions for Health & Social Care

-Coram Voice

 

We have withheld the names of individual investigators under section 40
(2) of the Freedom of Information Act 2000.  The names of individual
investigators constitute personal data under the Data Protection Act 1998
and it would not be fair or lawful to release their names, as doing so
would breach the Data Protection Act.

 

2. I would also like to know who pays these investigators

3. How diverse is the pool of investigator, where are they from?

 

We hold details of various investigators / companies from across the UK.

 

4.  How frequently have they been used in the past 5 years

 

The investigators / companies vary. Within the last year, we have used 7
individuals / companies for investigations relating to children social
care complaints. The management of the complaints service has changed
during the past year.  We do not hold records prior to this.

 

 

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your

Dear complaintsandinformation,

The answers to number 3 and 4 are vague. I would clarify the request with a better breakdown.
How diverse are independent investigators used by Enfield Council when complaints are made against it? (a) What are the race of the investigators,
(b) how long have they been working for the Local Authority,
(c) how many cases they have done in the last 5 years, and
(d) how much in pounds have they been paid on record for those cases. I would send it as a new request entirely just in case this request asks for information that was not seen in the original request.

Response

 

I can confirm that the London Borough of Enfield holds this information.
Please find the answers to your questions below.

 

(a) What are the race of the investigators?

 

Enfield Council does not holds this information, as it is not part of the
monitoring information that is captured when appointing new investigators.

 

(b) how long have they been working for the Local Authority?

 

Three investigators have been working for the Local Authority for six
months; two investigators have been working for the Local Authority for
ten months; one investigator has been working for the Local Authority for
eleven months. We do not have the exact timescale for the remaining
investigators but can confirm that were working for the Council, before
the central Complaints and Information team was formed, which was more
than a year ago.

 

(c) how many cases they have done in the last 5 years?

 

Within the last year, there has been a total of seven investigations. The
management of the complaints service has changed during the past year, so
the Council does not hold any records prior to this.

 

(d) how much in pounds have they been paid on record for those cases?

 

The total invoices received so far for these cases (inclusive of VAT)
amounts to £14,300.54 which relates to six investigations. Other cases are
ongoing and so therefore some payments are not included within this
figure.

I would like individual stats of the investigators as regards length of service and payments. When you sent in the length of service, you didn't state which of the investigators have worked for how long even though you gave a list of them before, and I would like to know how much each of them has been paid.
