Thank you for your request for information received on 30 March 2021 about
the basketball area at Muswell Hill Playing Fields, in which you asked for
the following, each of which I have answered in turn:

 

1. When the basketball court at Muswell Hill Fields was built

o Works commenced in 2010

 

2. What materials were used for the surface of the court

o The surface is 25mm open grade porous macadam with a 6mm diameter
aggregate laid over a binder course of 40mm open graded macadam.
o Due to the previous use of the park as a landfill site, a porous, no
dig construction was required to minimise any excavation that could
have breached the clay capping layer above the landfill.
o The construction is in line with Sport England specification for a
porous MUGA

 

3. All measures taken to reduce the noise of the court, whether special
materials or design of the court surface or of its surroundings

o The court was located on the far side of the playing fields away from
the housing. It had to be located on the terrace chosen as all other
parts of the park are laid out to football pitches
o The fencing system selected (4m high Zaun Dou 8, with rebound panels
up to 1.2m) has rubber pads between the fence panels and the posts to
isolate one from the other and minimise noise when balls strike the
fence.

 

4. Whether any impact assessment was carried out about the noise of the
court on 1. local residents and 2. other park users

o A noise assessment was not carried out
o A consultation event was held with local residents and park users
where a number of alternative options were discussed.
o The layout constructed is based on the preferred option.
o The proposals were then subjected to public consultation as part of
the planning process.
o The Planning Committee concluded when granting permission that the
development would not adversely affect the amenity of the nearby
residents by reason of noise, disturbance or ecological value of the
site.
