Information about auditing and Quality Monitoring by SCC of the Amey ‘Streets Ahead’ contract

Dear Sheffield City Council,

I refer to information given in an email from Philip Beecroft, SCC Head of Highways to me, as a member of the public, in written response dated 19.03.2018 to my question at the Full Council meeting on 7.2.18 about the range of auditing processes involved in the Amey Contract
Please provide:
1. all independent audit reports provided to SCC from the start of the Contract to the present by specialist consultants from AECOM under all three of it’s separate appointments, both in relation to milestones achieved and the condition of highway assets;
2. all reports and associated documents provided to SCC authored by the Lender’s Technical Adviser employed by the banks from the start of the Contract to the present;
3. all reports from 2017 to 2019 authored by the Council’s Highway Maintenance Division contract management team in connection with checking Amey’s ‘self-monitoring’ processes and ensuring that Amey’s performance meets the contractual standards.

I must advise that exemptions claimed citing ‘commercial confidentiality’ or suggestions that Amey’s future bidding prospects would be adversely affected are unlikely to be accepted as valid by the Information Commissioner, in view of the very particular nature of the PFI and the fact that Ferrovial is seeking to divest itself of its Services Division.

RE:  EIR Ref 1531
 
Thank you for your request for information relating to to information
about auditing and Quality Monitoring by SCC of the Amey ‘Streets Ahead’
contract which we received on 15/01/2020. We will be responding to your
request under Environmental Information Regulations 2004 (EIR). This is a
slightly different set of legislation which is similar to the Freedom of
Information Act, yet covers the public access of environmental
information. Further detail about the EIR is available on [1]the ICO
website.
 
Under Regulation 5(2) of the Environmental Information Regulations 2004
(EIR), we are required to respond to requests within 20 working days from
receipt.  This means that the latest response date for your request is
12/02/2020.
 
However, Regulation Section 7(1) of the Act states that we are permitted
to extend this deadline where we require more time to determine the Public
Interest in disclosing or withholding the information. We also need to
retrieve the documentation requested from a third party (Amey) and discuss
the disclosure of documentation in order to make an appropriate judgement.
In this case, we do require more time to consider the public interest and
would like to extend your response deadline by 20 working days to
11/03/2020.
