Deferment is meant as delaying a place by an additional year, thereby getting a two year deferment to the start of ones course.
Ie: An applicant can register in 2019 UCAS for a place deferred to 2021.

Thank you for your email of 21 December, clarifying the nature of your
request. I am sorry we have not responded before, but our office was
closed from 21 December until 3 January.
To ensure there is no misunderstanding, I would like to check two aspects
of your request.
First, does your request refer only to undergraduate admissions?
Second, the normal practice for undergraduate admissions is to apply for
entry in October of the following year or for deferred entry in the year
after next e.g. in the 2021 cycle, students applied by 15 October 2020 for
entry in October 2021 or deferred entry in October 2022. When you refer to
'two-year deferments', do you mean those applying for what we regard as
the standard deferred entry (2020 application for entry in 2022) or to
those seeking to defer by two years (e.g. 2020 application for entry in
2023).
