Our reply to your request is:  

When carrying out a formal statutory consultation in relation to a proposed
Traffic Regulation Order (TRO) the Council follows procedures set out in
the “Local Authorities’ Traffic Orders (Procedure) (England and Wales)
Regulations 1996”. These Regulations include that an order making authority
shall publish a notice in a paper local to the roads to which the order
relates (The Bristol Post in our case), and take such other steps as it may
consider appropriate, such as, the display of notices in roads or other
places affected by the order. We also have a dedicated TRO webpage on the
Bristol City Council website that can be accessed using the link below:

All Highways related Statutory Advertising, such as Public Path Orders and
Stopping Up Orders are also advertised in the Bristol Post. As previously
mentioned Notices are also display on location where applicable.
