Info on LTNs, Road Closures and Mini Holland

Response to this request is long overdue. By law, under all circumstances, Waltham Forest Borough Council should have responded by now (details). You can complain by requesting an internal review.

Dear Waltham Forest Borough Council,

Could I please have access to all consultation documents relating to consultation Greenwich Council have had with Emergency & Essential Services regarding LTNs , road closures & Mini Holland changes.

I would like both the Councils notice to each service eg Police / Fire / Ambulance

Re: FOI Approval FOI294702648 "LTN's, Road closures and Mini Holland".

Dear Charles Edwards ,

the Council has estimated that it will cost more than the appropriate
limit to consider your request. The appropriate limit is specified in
regulations; for local government it is set at £450. This represents the
estimated cost of one person’s time (at £25 per hour for 18 working hours)
in determining whether the Council holds the information, and locating,
retrieving and extracting the information. Consequently, the Council is
not obliged by the Freedom of Information Act (2000) to respond to your
request (see Section 12(1)). However, we are still happy to do so if you
pay the fee as set out in this notice.

The estimated cost of processing your request is £1600. This charge has
been calculated in accordance with Section 13 of the Freedom of
Information Act (2000) and the Freedom of Information Fees Regulations.
The Council will be unable to continue processing your request until the
fee is paid. If you wish the Council to continue to deal with your request
you should pay the fee requested within three calendar months from 12th
January 2021 plus five working days. If the Council does not receive
payment of the fee by this date, I shall take it that you do not wish to
pursue this request any further and will consider the request closed.

However, if you narrow the scope of your request, the Council may be able
to provide the information free of charge because it might then cost less
than the appropriate limit to do so. For instance, if you request
correspondence from the emergency services organisations for a small
number of specific projects. Any reformulated request the Council receives
from you will be treated as a fresh FOI request.

If you have any queries about this email, please contact me. Please
remember to quote the reference number FOI294702648 in any future
communications.

If you are unhappy with the service you have received in relation to your
request and wish to request a review of our decision, you should contact
us via e-mail at: [1][email address] or by post
at:

The London Borough of Waltham Forest

If you are not content with the outcome your review, you may apply
directly to the Information Commissioner's Office (ICO) for a decision.
Generally, the ICO cannot make a decision unless you have exhausted the
complaints procedure provided by the Council.

Dear Waltham Forest Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Waltham Forest Borough Council's handling of my FOI request 'Info on LTNs, Road Closures and Mini Holland'.

Thank you for information you've provided.

However, from the first 5 documents you've supplied entitled, '.............Liaison Redact.pdf' they list comments by the LAS (and other services) and also requests for alterations. The documents of who said what is redacted and do you not have the responses to these requests, comments and alterations to the schemes?

In document '1737132 Redact.pdf' One pages 18 & 22 , the Met is high lightly problems and paragraphs are redacted? Why are these redacted? Please un-redact them.

Also the file ' Station Road ETMO redacted.pdf' You gave the emergency services 3 days notice to respond to the installation of it LTN. They're no response from the Met or LAS?

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/i...

Yours faithfully,

Charles Edwards
