Dear Derbyshire County Council,

Would it be possible to supply details of the individual yearly contract totals and who with along with pro rata hourly rate of these contracts that the council pays for rental of buildings for the provision of schools under your derestriction to carry out their daily schooling when the council has not provided buildings for this use?

Dear CS DP and FOI (Childrens Services),

Thank you for your response, unfortunately you did not attach the spreadsheet file which actually includes the data so this request remains outstanding still.

You mention that you can only show value of contracts but not hourly rates. Can you at least try and show amount of hours show on the contracts with the providers that you have in place as the amount of suppliers must be small to research I would imagine?

Dear Mr. Alvin,

 

I apologise that I was unable to respond yesterday as I wanted to seek
further clarification for you.

 

I have attached the spreadsheet that was embedded into the response
document, so please do let me know if you have any issues accessing this.

 

I am able to confirm that the majority of rents paid by schools are annual
rent figures, rather than hiring by an hourly rate.

 

If we were to attempt to calculate an hourly rate, each school would need
to be contacted to ascertain the following:

 

•             What exactly the rent relates to

•             What time is the rent based on (hourly / weekly / monthly /
quarterly / annual)

•             Which days does it allow access (365 days / term time only /
Monday to Friday)

•             What times does it allow access (school day times / evenings
/ both)

•             For the above is there a mixture for different buildings /
rooms on site and if so can it be broken down 

 

When taking the 83 separate annual rent figures into account, we would
allow an hour for each in order to collect the data from each school,
including DCC and school staff time spent, and therefore deem that it
would exceed the £450 (or 18 hour) limit of costs to process a request.
This part of your request is exempt under s12 of the Freedom of
Information Act 2000, whereby a public authority does not have to comply
with the request if the cost of compliance exceeds £450.

 

On this basis, we are unable to process this aspect of your request,
however, I do hope that this helps to offer a further explanation for you.
