I am writing to request an internal review of Sutton Borough Council's handling of my FOI request 'Independent Living Fund' as the majority of London boroughs do hold the information about the cohort of former Independent Living Fund service users.

I'm also puzzled as to why Sutton Borough's senior management team cannot answer question 3:
