Dear Kent County Council,

Could you please provide me with the following information regarding independent social worker Christine Bailey.

1, Is independent social worker Christine Bailey qualified to diagnose depression.

2, Is independent social worker Christine Bailey qualified to suggest therapy such as multi fasited therapy for depression.

3, If independent social worker Christine Bailey submits a report for court stating that a parent needs such therapy even though the parent hasn't been diagnosed by any professional regarding this under which law or act are they able to do so.

4, Is Christine bailey qualified to make these such determinations ?

It clearly states about that this foi should be completed by the 2nd of january and thats giving allowances for the christmas period could you please tell me why it will now take 31 days 11 days over the allocated time ?

Please accept my sincere apologies for the slight delay in responding to
you. This was due to an oversight on my part (I believed a response had
already been emailed to you) and I appreciate that as a result, KCC has
failed to comply with statutory timescales on this occasion.

 

Chris Bailey was employed by KCC as a sessional Independent reviewing
officer (we advised you of her employment details in our response to a
previous request

but has since retired.

 

Kent County Council does not hold any information relating to Ms Bailey’s
role as an Independent Social Worker which she may be undertaking
privately or for another organisation or authority therefore we cannot
answer your four questions.

Bob,
You need to rephrase your questions to ask what this persons role was and whether she was qualified at the times and dates she was employed by KCC, as has been pointed out, what she does as a non employee of KCC would not be able to be commented on by KCC.
In regards to your concerns over this persons behaviour at the time, KCC must take some responsibility if they have employed dishonest decision makers, however the HCPC will be able to give you more information on her status at the time, you can then work backwards on whether there has been a miscarriage of justice or not

As I said in my original response, Ms Bailey WAS employed by KCC (as an independent reviewing officer on a zero hour contract) but has now RETIRED.

The Freedom of Information Act 2000 provides you with a right of access to
recorded information held by public authorities like Kent County Council
subject to any exemptions that may apply. There is no obligation on public
authorities to create information to satisfy requests or obtain it from
elsewhere. Asking for opinions (that haven't previously been recorded) are
also outside the scope of the Act.

 

Ms Bailey's employment is relevant to your request as Kent County Council
no longer employs her as an Independent Reviewing Officer - she retired
from the service. Kent County Council does not hold and never has held any
information about her role as an Independent Social Worker or information
about her qualifications relevant to this role. Therefore we do not hold
the information to answer your four questions and I am sorry if this was
not clear from my original response.

 

So to clarify, we cannot provide a respond to any of your four questions
as we do not hold the information to answer them.

 

However, if you have a concern about a health or social care professional,
you may be able to raise a complaint with the Health & Social Care
Professions Council [1]http://www.hpc-uk.org/complaints/

 

I already acknowledged that we failed to complete your request within
statutory timescales in my original response. I therefore uphold this
element of your complaint and apologise again for the delay.
