Increase to home care rates, for charging purposes

Please confirm
- the current (03/03/2020) hourly rate for homecare services for disabled adults for financial assessment purposes.
- whether an increase in the hourly rate has been imposed following the Cabinet decision of the 29th Jan 2020 and today.
- what the hourly rate charging rate will be once the agreed increase are implemented in the 20/21 financial year.
- confirm how much increase this increase represents, both in monetary and percentage terms, from the current (3/3/2020) to the new rate.

Also, when during the financial year does the councils review / renegotiation of rates paid to local agencies, tend to occur?

Our response is as follows:

 

Please confirm

- the current (03/03/2020) hourly rate for homecare services for disabled
adults for financial assessment purposes.

£17.50 for framework providers and providers paying the LLW.  £14.50 for
spot providers who do not pay the LLW

- whether an increase in the hourly rate has been imposed following the
Cabinet decision of the 29th Jan 2020 and today.

Hourly rates paid to homecare agencies are subject to discretionary
uplifts. Any increased rate has not yet been agreed but would be applied
from the beginning of the new financial year.

- what the hourly rate charging rate will be once the agreed increase are
implemented in the 20/21 financial year.

Cabinet has agreed that the social care contribution for homecare will be
held to a £15 an hour charge in 20/21 (apart from cases where the rate to
the Council is lower than £15, in which case it would be the lowest of
these costs, ie £14.10 per hour.   

- confirm how much increase this increase represents, both in monetary and
percentage terms, from the current (3/3/2020) to the new rate.

The current social care contribution is £13.35 per hour.  Where the £15
per hour contribution applies, this represents an increase of £1.65 per
hour, or 12.4%.   For £14.10 this is £.65 per hour or £4.9%

Also, when during the financial year does the councils review /
renegotiation of rates paid to local agencies, tend to occur?

Predominantly once the National minimum wage and the London Living wage
are reviewed. This occurs in Novembers and discussion can begin at this
point for implementation in the new financial year.
