Dear Tariq Muman
Freedom of Information Act 2000 (FOIA)
Thank you for your request, which was received on 31 December, for the fol owing
“Could you please provide me, under the FOI act, data on percentile points of the income
distribution specifical y for London, for ful time workers, for the most recent tax year
Unfortunately, we are unable to provide any information without seeking clarification first.
You have asked for information on individuals who are ful time workers, HMRC does not
hold information on whether an individual is in ful time or part time employment.
Furthermore, Information on the number of hours worked is not held for individuals in self-
employment as it is not a requirement of Self Assessment tax returns and information on
hours worked for employees in PAYE Real Time Information data is incomplete.
If you are seeking information on individuals in ful time employment, then we recommend
contacting the Office for National Statistics, who already publish information on employment
which may be more suitable.
Its also worth noting that the data we hold on an individual level does not include family or
household levels. DWP Family Resources Survey
would be more appropriate in this
instance. Any breakdowns for London would relate to the Government Office Region of
London. The addresses we hold would be the address which the taxpayer supplies to us for
Income Tax purposes, which may not be their place of work.
It is important that your criteria is correctly specified as we may not be able to undertake
repeat analysis with different parameters within the cost limit laid down by the FOIA.
If you stil wish to proceed with a request, then please note that the data source we would
plan to use in order to undertake the analysis within the cost limit would be a grossed up
sample dataset; the Survey of Personal Incomes
. Please confirm whether:
If you need extra support, for example if you have a disability, a mental health condition, or
do not speak English/Welsh, go to www.gov.uk
and search for ‘get help from HMRC’.

1. The income used in the analysis should include employment (pay) and self-
employment (profits) only or al income (which would include other types of incomes
such as pensions, dividends etc)?
2. You require percentile data for taxpayers only (similar to table 3.1a)
or for al
3. The analysis should cover individuals who have employment income? Should this
also cover individuals who have self-employment income? As we are unable to
identify individuals in ful time work.
Please submit your clarified request (quoting the FOI reference number above) by emailing email@example.com
or by writing to the address at the top of this letter.
If, after clarifying your request, you are not content with our freedom of information
response, you can ask us to carry out an internal review. You also retain the right to complain to the Information Commissioner.
