The County Council believes the application of Section 14(1) is appropriate, in regards to your request, as this request is making completely unfounded and unsubstantial accusations against the public authority.

I am writing to request an internal review of North Yorkshire County Council's handling of my FOI request 'Income from the sale of babies and young children to adoption agencies'.

We currently support three couple's born locally, wishing to remain in North Yorkshire despite threats from Social Services to have their babies taken into care and sold for adoption. Without evidence of unusual risk under section 47 of the children act 1989, it is difficult for the public to understand the LA's reasons to cause children and pregnant parents such life altering levels of stress and anxiety. We also support a charity tracing young people's lost parents.

Perhaps the Local Authority can disclose how many children lost meaningful contact with their parents over the past year

Dear Infogov - Veritau,

Last October 2016, we tracked and reported known sex offenders and two radical preachers trained and planning or moving into towns in North Yorkshire from Leeds and Bradford. These Grooming gangs only target fatherless virgin adolescent girls. They take their virginity to reward religious Converts or Jihads, sexually humiliate and abuse them on video for blackmail and finally someone HIV+ sodomises them with the intent to spread AIDS.

From our inquiries, they began paying local schoolboys to befriend young girls prevented from spending weekends or shared care arrangements with their natural Dad. Paedophile gangs exclusively target single mothers with children prevented from spending weekends or shared care arrangements with their Dad.

A copy of our Human Rights research was made available to North Yorkshire Police, NHS and Social Services from May 2015. More recent Evidence, included Video and audio recordings of horrific child abuse taking place was made available to up until 16/08/2017. Every child on our records over the past two years had little or no overnight contact with their natural father nor maternal family. How many children under 17 yrs do not spend weekends or shared care arrangements with their biological father, their paternal siblings or family?

First and foremost, we would like to express our concerns about the
information that you have shared in your FOI request below.  Please can

urgency, that referrals have been made to children’s social care regarding
the instances referenced in your request, and that the information has
been shared with the police.

Unfortunately, we are unable to respond to your request.  You have not
adequately specified the time period in which to search regarding shared
care arrangements of children under 17.  Similarly, you have requested
information for children under 17 years in general, but the Local
Authority only have information pertaining to Looked After Children.  As
such, we are unable to identify the information that you are requesting

I shared all the information in my FOI request with Serious Crime Team North, IPCC, IICSA, Operation Hydrant, PHSO and charity researchers on a Human Rights project scheduled for Peer review at the end of this month. My accusations validated in Court, on video and audio, implicate North Yorkshire officials colluding with Bradford's Naz Shah MP and her Council officials to conceal and corrupt evidence of brutal child sexual abuse in North Yorkshire.

My concerns focus on distraught parents of newborn babies and young children sold to adoption agencies for trivial reasons such as complaining about social services. How many children did the Council sell over the past two years?

You have asked for a review of the council’s refusal of your request made
on 22 August 2017, as set out below.
 
However I would like firstly to appeal to anyone reading these pages, who
has concerns about the safety of any child or children in North Yorkshire,
to report them to any of the proper authorities, including North Yorkshire
County Council, City of York Council, or North Yorkshire Police. If you
believe none of these is appropriate, adults can instead refer concerns to
the NSPCC and children and young people to ChildLine.
 
The request was as follows:

This was refused in its entirety under Section 14(1) of the FoI Act, that
the request is vexatious. I have decided to uphold that refusal.
 
In making its refusal the council referred to the Infomraiotn
Commisioern’s guidance on Section 14, which makes clear that it is the
request which is to be considered, not the enquirer. The words of the
reuqest clearly imply that councils “sell” babies, something which is
quite untrue. You repeated the allegation in a later email of 19 September
2017. It is also the title of the request shown at the top of this web
page. This is very serious allegation to make, and the council has asked
you to ensure that any evidence you have is provided to the police so that
it can be thoroughly investigated. Meanwhile the council has seen no
evidence of such behaviour, and therefore I regard the allegation as
unsubstantiated.
 
Given the seriousness of the allegation, the lack of any supporting
evidence, and the potential damage it might cause by undermining public
confidence in the relevant authorities, I have concluded that the request
is vexatious, and the council was correct in refusing it as such.
 
If you are not satisfied with my decision you may complain to the
Information Commissioner at the address in the attached Appeals Procedure.

Our (Children's Charity) unequivocal evidence proves phone calls, emails Court Testimonies, audio and documents between North Yorkshire Social Services colluding with Naz Shah MP for Bradford's, Local Authority to corrupt and conceal evidence of Domestic Violence and Child Abuse.
