In a recent application by the Authority to the Secretary of State it was declared that the number of selective licences issued under the two current schemes in Fenton & Hanley during around the first 4.5 years of designation were 437 and 351 respectively.

Could you please confirm :
1) the revenue collected from each scheme based on the above quantities or the nearest available.
2) If possible please indicate the number of applications for each scheme that qualified and received an early payment reduction and what extra revenue would have been collected if such discount had not been applied.
3) if possible please indicate the number of licences issued to accredited landlords so far for each scheme.
4) that 437 and 351 represent initial licences only ,ie exclude licences issued upon change of licence holder.
5) the annual operating costs for the initial 4.5 years of designation of direct and indirect staffing costs , allowances for central office overheads, consultancy fees , printing,stationery, services,communications , computing and any other costs.
6) please provide the quantities of staff employed by role for each financial year.

Your request for information ref. SOT78538 about the selective licensing
scheme in Fenton and Hanley

 

Although we do hold the information that you have requested, we estimate
that the aggregated cost of complying with your request would be more than
£450 (18 officer hours). This amount is called the ‘appropriate limit’ and
is specified in regulations.

 

When it would cost more than £450 to locate, retrieve and extract the
information that is requested, Section 12 of the Freedom of Information
Act allows us to refuse the request.

 

To respond to your question 3 would involve a manual review of each
licence, of which there are approximately 800, in order to ascertain
whether or not the landlord was accredited at the time of the licence
application. At 5 minutes per licence this would take approximately 67
hours.

 

If you were to reduce the scope of your request we may be able to provide
some of the information within the cost limit.
