Dear Mr. Keene
FREEDOM OF INFORMATION REQUEST REF: 2017-1341
I am responding to your request under the Freedom of Information Act 2000,
which we received on 31 August 2017, for information held by the Council.
Your request is as follows:
Can I please extend this request so that you provide all other associated
costs associated with Grenfell such as administration and estate
management charges or communal heating. I wish to obtain a clear picture
of how much income was obtained by Grenfell vs all expenditure.
In general, other than the direct costs attributed to Grenfell Tower which
were originally provided, any further admin costs are seen as central
overhead costs and so would not be broken down to determine how much of
this cost relates to Grenfell Tower. Therefore we are unable to specify
any administration costs directly related to Grenfell Tower.
Estate Management charges:
All estate services are run centrally through TMO and different members of
staff have been responsible for any administration at Grenfell Tower as
well as other estates. Estate management costs incurred by TMO are
apportioned to all properties as per their weighted room ratios. These
charges are included in the table below and are part of the service
charges that tenants pay.

Heating and Hot Water:
Expenditure for heating and hot water is shown in two tables below,
divided by gas and electricity.
Notes:
1. Electricity expenditure in 2011-12 is understated due to billing
issues which British Gas did not recognise and amend. This lack of
expenditure was passed on to tenants in full.
2. Gas expenditure has reduced over 2015-17 period, due to changes in
communal heating system and its billing
