Further to your FoI request below, you will be aware that on the 18^th
February 2020 you were provided with data relating to all incidents
attended by North Wales Fire and Rescue Service (NWFRS) from 2015 to 2018
and, therefore, NWFRS proposes to provide you with data to cover the
period 1^st January 2013 to 31^st December 2014 and 1^st January 2019 to
31^st December 2019 in response to this latest request.

 

Please note that to provide each stop message would require every message
to be examined for personal data and that data removed, which would mean
that the time taken to provide a response would exceed the appropriate
limit which, in the case of local authorities, is 18 hours. Therefore,
stop message data will not be provided.

 

In addition, the Incident Recording System (IRS) does not record whether
or not a crew is a ‘relief crew’ and, therefore, this data is not held and
cannot be provided. However, NWFRS is able to provide details of all
appliances that were in attendance at each incident.

 

Finally, please note that the information relating to call signs is being
withheld under Section 24(1) (National Security) of the Freedom of
Information Act. The application of this exemption was explained in more
detail in the response provided to you on 18^th February.

 

To summarise, NWFRS is able to provide you with the following information

Further to your recent request to North Wales Fire and Rescue Service
(NWFRS) made under the terms of the Freedom of Information Act regarding
incidents attended from 2013-2019, the response from NWFRS is contained
within the attached spreadsheet. As discussed in my email of 13^th May
2020, the response includes data only for the years 2013, 2014 and 2019,
as you have already received details of incidents attended between 2015
and 2018 in response to a previous request.

 

Please also note that the information relating to call signs is being
withheld under Section 24(1) (National Security) of the Freedom of
Information Act.

 

The National Security exemption is based on the effect the release of the
information would have and not on the information itself.  As you may be
aware, disclosure under the Act is considered to be a release of
information not only to you, but to the public at large. Call signs are
used to identify and direct Officers and vehicles at emergency incidents
and NWFRS considers that, in the wrong hands, these could be misused to
impersonate an Officer and impede or interfere with the emergency
response. Fire and Rescue Services are part of the Critical National
Infrastructure and, therefore, NWFRS has a duty to protect its assets and
provide appropriate security to ensure resilience and be able to deploy
resources accordingly.

 

When applying this exemption NWFRS must consider whether the public
interest favours disclosing or withholding the information.

 

There is strong public interest in transparency, allowing the public to
know how many vehicles we have and providing reassurance regarding the
level of capability in North Wales, preventing potential danger to the
public.  By providing a list of appliances attending the identified
incidents the Service believes it has met this public interest.

 

The strongest reason favouring non-disclosure is the need to ensure that
national security is not placed at risk by enabling those with criminal
intent the opportunity to gain an operational advantage over the Fire and
Rescue Service.  Disclosing details of the call signs of vehicles would
undoubtedly compromise both local and national security and undermine law
enforcement and public safety processes.

 

You will appreciate that NWFRS must ensure that information relating to
the strategic movement of our emergency response vehicles is appropriately
protected and, therefore, NWFRS has concluded that on balance, there is a
much stronger public interest in withholding this information.

 

Please also note that location data has been limited to the Station Ground
and Unitary Authority (county) in which the incident occurred, as to
provide full location data might enable identification of individuals
living at specific addresses and, therefore, full location information is
classed as personal data, which is exempt publication under Section 40(2)
of the Freedom of Information Act.
