SHQ - Shaw, Robert, Lancashire Fire and Rescue Service

Dear Sir

Freedom of Information Request

I am writing further to your email of 26 January 2016 where you requested
information relating to incident data between 2015 and 2017.

Please find our decision below:

Incident data for 2015

Please note that the requested Incident data for 2015 is Exempt under
section 21 of the Freedom of Information Act.

Section 21 covers information which is reasonably to the applicant via
other means.

Section 21 states:

(1)Information which is reasonably accessible to the applicant otherwise
than under section 1 is exempt information.

(2)For the purposes of subsection (1)—
(a)information may be reasonably accessible to the applicant even
Information reasonably accessible to the applicant by other means (section
21) though it is accessible only on payment, and

(b)information is to be taken to be reasonably accessible to the applicant
if it is information which the public authority or any other person is
obliged by or under any enactment to communicate (otherwise than by making
the information available for inspection)
to members of the public on request, whether free of charge or on payment.

(3)For the purposes of subsection (1), information which is held by a
public authority and does not fall within subsection (2)(b) is not to be
regarded as reasonably accessible to the applicant merely because the

on request, unless the information is made available in accordance with
the authority’s publication scheme and any payment required is specified
in, or determined in accordance with, the scheme.

Please note that the requested incident data for 2016 is Exempt under
section 22 of the Freedom of Information Act

Section 22 states:

Information is exempt if, at the time when the public authority receives a
request for it:

* the public authority holds the requested information;
* the public authority intends the information to be published at some
future date, whether that date is determined or not; and
* in all the circumstances it is reasonable to withhold the information
until its planned publication.

It is a qualified exemption and therefore public authorities must consider
whether the public interest in maintaining the exemption is greater than
the public interest in disclosing the requested information.

Reasons considered for disclosure:

* Public interest in the information.

Reasons considered for non-disclosure:

* Potential inaccuracy of data in its current state.
* Some data is not yet classified as a particular incident type.

inaccurate data covering the period July to December 2016. Once quality
assurance has been completed, this information the data will be made
