Incident and turnout statistics for each fire station

Dear Devon and Somerset Fire and Rescue Service,

I will be grateful if you can provide the following information for each of the three most recent complete years for which data is held (calendar or financial year to fit in with your normal data collection):

1. The total number of reported emergency and non-emergency incidents that resulted in a response from the service, showing the figures for each fire station’s designated turnout area.

2. The total number of turnouts from each fire station and by the Urban Search and Rescue team.

For clarification, by turnout I mean the number of times one or more appliances were mobilised from each station to reported emergency and non-emergency incidents, in response to assistance requests from crews at incidents, to relieve crews at incidents, and to standby at other fire stations to provide cover.

The figures for each station to show the number of turnouts for each of these categories:

• Incidents within that station’s designated turnout area,
• Incidents in another station’s designated turnout area,
• Incidents in another fire authority’s area.

Dear Mr Morris,

Further to our acknowledgement of your request on 3 June 2019, my Data
colleagues have asked me to seek clarification from you.

 

You reference 'designated turnout areas' but we don't have these. We have
station grounds which are for administration purposes only (not
mobilising). We have a dynamic mobilising system that picks the most
appropriate appliances not singularly based on location. Could you please
clarify what you are trying to establish?

All of our calls are considered emergency calls so there won't be any
non-emergency calls.

Please note that the 20 working day clock will now stop temporarily until
we hear back from you on this matter.

Dear Wendy Richmond,

Thank you for your question. By designated turnout area I mean the area within which the first response would normally be from that station, based on that station's pumping appliance being available and dynamic mobilising determining it to be the quickest to reach that location.

Given the importance of understanding demand, I assume that you now record this information so that you can monitor how often each station responds within their dynamic mobilising area and how often they respond beyond it. If, however, your records only differentiate on the old basis of on or off station grounds, then that data will suffice.

I write in response to your request for information, received on 3 June
2019 and your subsequent clarification, received on 14 June 2019.

 

Decision

The information you have requested is held by the Devon & Somerset Fire &
Rescue Service (DSFRS).

 

Please find below the detail of the information you have requested along
with our response.

 

Response
Please see the attached Excel Spreadsheet containing the information you
have requested - please see notes on the Spreadsheet. As explained in the
clarification...

 

We don’t have definitive dynamic mobilising areas – because they are
dynamic and are updated regularly.

 

What has been used for the analysis is the old station areas (formerly
named station grounds). Whilst there are some changes this is the fairest
way as what might be in station A’s area now may not have been 3 months
ago when they attended an incident there, so would we count that location
as station A or station B?

 

In general though these areas are largely the same and the areas between
stations don’t have many incidents as they are largely rural areas between
towns rather than towns themselves.

 

Review

You have the right to ask us to review this decision.  If you wish to do
this please set out your grounds for review in writing and send them to
the Information Officer at the Service Headquarters address or e-mail

Appeals

If you are still dissatisfied after a Service review you have the right to

I am grateful for the response, but unfortunately the data has not been supplied as requested. I asked for data for "each of the three most recent complete years", not the totals for the three years. As supplied, comparison between each year is not possible. Can you provide the data as requested please, without the need for an internal review, or will I need to request that?
