Incentives to landlords

Has bolton council at any time paid any incentives to private landlords to house homeless people, asylum seekers or people about to be evicted from a property?

any incentive would be any monies paid to a landlord by bolton council that would be outside of what normal rates of benefits are supposed to be paid. so any extra monies to house homeless people or those about to be evicted from a property or extra monies to take on asylum seekers.

and are any landlords paid money above the LHA allowances to allow asylum seekers, homeless people or any problem tennants to allow them to live at any property.
