Thank you for you reply to my questions. I would like clarification on certain answers provided provided by your organisation.
Qu. 2. The number of patients currently detained under section in out-of-county institutions aged 25 years and over.
a. How many of this group have been detained out of county for over 1 year?
Your answer : None
b. How many of this group have been detained out of county for over 2 years?
Your answer : None
I believe you will find that your answer to both 2a and 2 b are incorrect.
Please would you kindly do a recount of the number of patients involved and ensure you are including specialist out of county beds.

c. What percentage of this group of patients have a regular visit from a Kent & Medway representative at least once a month to monitor their progress? If not visited once a month - how often should they expect a monitoring visit from Kent and Medway NHS and Social Care

Why has the 20% (by my calculation 1 patient if the pool is based on the 5 over 25’s) not been receiving regular visits to monitor progess ?
Is this because you have failed to count this patient ... maybe because the patient has been in the same out-of-county institution for over 2 years and yet does not appear to be counted by you.
Please could you tell mw why this patient is not counted?
It appears that this patient seems to have 'slipped through the net' (a phrase recently used by one member of staff at K& M NHS) despite continual contact by family members to discuss issues at the institution. Although noted two months ago that this patient had slipped through the net it appears that the same patient has disappeared from your system once again.

d. How many of this group are currently at St Andrews Healthcare Essex?
I imagine you are unable to answer this question as the low number you refer to is in fact the patient who has slipped through the net.
Qu 4.
Please could you tell me how many times arranged and planned escorted leave for their own out of county patients has been cancelled on the day due to staff shortages at St Andrews Healthcare Essex?
If K&M NHS were seriously interested in how their money was being spent and concerned about the progress of their out-of-county patients surely they should be monitoring that the paid for resources are actually being provided. It is in the interest of taxpayers and most importantly this patient who appears not to count!
Qu 5.
K&M NHS are spending vast sums of money with this institution - there should be scrutiny to ensure it provides care for patients (both mental and physical health) that is needed and also to provide an element of pastoral care.
Why is it that prisoners can order products from Amazon and have shop parcels delivered straight to their cell doors while a in-patient sent to an out-of-county private hospital miles from their home is only allowed two parcels a month.
Qu 6.
The question was not about how much the treatment cost - it was asking how K&M NHS ensure that the therapies are actually offered and available to those patients for who K&M NHS are paying to have this treatment. Please could you tell me how K&M NHS ensure the services publicised in the institutions brochures are actually available and provided to patients.

188 days is a long time to go without a progress monitoring visit.
Please could you recheck this figure in the light of the patient who you seem to have forgotten about.

As per our response, specialist bed placements are managed by the clinical commissioning groups and not KMPT therefore we would not hold information relating to these placements. In addition, funding for bed placements is managed by the clinical commissioning groups. Therefore again, we would be unable to comment on any funding aspects of your request.
It would appear from your request that you are attempting to identify and discuss a specific individual. Following section 40 of the Freedom of Information Act, any information which will identify an individual will be exempt from release. In light of this we will be unable to further comment on any individual case.
Could I advise that we have a patient experience and liaison service who are available to support our clients and their families where there may be concerns to raise. In light of your responses below, can I suggest that you contact this team who will be in a position to support and assist you with your concerns as the Freedom of Information Act is not designed for this purpose and therefore limits our ability to assist.
